يهدف البحث الحالي إلى التعرف على متطلبات التحول الرقمي كمؤشر لتحقيق الإصلاح الإداري بالمؤسسات الرياضية بجمهورية مصر العربية في ضوء رؤية مصر "٢٠٣٠"، واستخدم الباحث المنهج الوصفي، وتمثل مجتمع البحث في العاملين بالهيئات والمؤسسات الرياضية بجمهورية مصر العربية والممثلة في" أعضاء مجلس إدارة اللجنة الأولمبية المصرية، أعضاء مجلس إدارة بعض الاتحادات الرياضية المصرية، وزارة الشباب والرياضة، مديريات الشباب والرياضة بالمحافظات قيد البحث، والأندية الرياضية قيد البحث والبالغ قوامها (١١٢) نادي، وقد استخدم الباحث أدوات جمع البيانات من تحليل للوثائق والسجلات، واستبيان متطلبات التحول الرقمي كمؤشر لتحقيق الإصلاح الإداري بالمؤسسات الرياضية، وكانت أهم النتائج وجود قصور وضع خطط استراتيجية معلنة لتطبيق التحول الرقمي بالمؤسسات الرياضية تهدف لرقمنة مختلف الأنشطة والخدمات بما يتماشى مع رؤية مصر "٢٠٣٠"، وعدم استخدام التقنيات الرقمية المتطورة في تطبيق استراتيجيات الإصلاح الإداري لتحقيق الأهداف المطلوبة بالمؤسسات الرياضية، أيضا ضعف السياسات والإجراءات التي تعمل على إعادة هيكلة البنية التحتية الإلكترونية بما يلائم التطورات الهائلة في مجال التكنولوجيا، وعدم الاعتماد على آليات رقمية متطورة لتقييم الوضع الحالي للمؤسسات الرياضية وحصر الخلل والانحرافات بها بما يكفل تحقيق الإصلاح الإداري، بالإضافة إلى القصور في استحداث إدارة متخصصة في تفعيل الخدمات الرقمية وتدريب العاملين على تطبيقها، وتطوير مهاراتهم وفقا للاحتياجات الفعلية الحالية والمستقبلية. وأوصى الباحث بضرورة تبني المؤسسات الرياضية لخطط فكرية وتنموية لدمج استراتيجيات العمل بالتحول الرقمي مع استراتيجيات الوزارة لما لها من دور فعال في تحقيق الإصلاح الإداري اعتمادا على رؤية مصر "٢٠٣٠" للتنمية الشاملة المستدامة. بالإضافة لوضع خطط وبرامج مستقبلية لتطوير البنية التحتية الإلكترونية بالمؤسسات الرياضية لتحقيق الإصلاح الإداري بها ومواكبة التطورات التكنولوجية في البيئة الخارجية، وضرورة وضع آليات رقمية متطورة لاستقطاب وانتقاء الكفاءات البشرية وربط الأجور والمكافآت بمستوى الإنجاز والإنتاجية من خلال نظام رقمي.
The current research aims to identify the requirements of digital transformation as an indicator to achieve administrative reform in sports institutions in the Arab Republic of Egypt in the light of Egypt's "2030" vision. The Egyptian, members of the board of directors of some Egyptian sports federations, the Ministry of Youth and Sports, the directorates of youth and sports in the governorates under discussion, and the sports clubs under discussion, consisting of (112 clubs). The most important results were the shortcomings in the development of announced strategic plans to implement digital transformation in sports institutions aimed at digitizing various activities and services in line with Egypt’s “2030” vision, and the lack of use of advanced digital technologies in implementing administrative reform strategies to achieve the desired goals in sports institutions. Policies and procedures that restructure the electronic infrastructure to suit the Tremendous developments in the field of technology, and not relying on advanced digital mechanisms to assess the current situation of sports institutions and identify defects and deviations in them to ensure the achievement of administrative reform, in addition to the shortcoming in the creation of a specialized department in activating digital services and training workers to apply them, and developing their skills according to actual current and future needs.. The researcher recommended the need for sports institutions to adopt intellectual and development plans to integrate work strategies with digital transformation with the Ministry's strategies because of their effective role in achieving administrative reform based on Egypt's "2030" vision for comprehensive sustainable development. In addition to developing future plans and programs to develop the electronic infrastructure in sports institutions to achieve administrative reform and keep pace with technological developments in the external environment, and the need to develop advanced digital mechanisms to attract and select human competencies and link wages and rewards to the level of achievement and productivity through a digital system.
