المستخلص: استهدف هذا البحث التعرف على واقع تحليل البيئة الداخلية والخارجية للبريد المصري، ومقدار توافر الرقابة على أنظمة تشغيل الحكومة الإلكترونية بها، واختبار العلاقة بين تحليل البيئة بشقيه (البيئة الداخلية، البيئة الخارجية)، ورقابة أنظمة تشغيل الحكومة الإلكترونية بعناصرها (الرقابة الداخلية للحكومة الإلكترونية على البيانات المخزنة، تلبية احتياجات وخدمات المواطنين، جاهزية الخدمات) والأداء المؤسسي المستدام بأبعاده (الابتكار التنظيمي، المرونة التنظيمية، البراعة التنظيمية، السلوكيات والممارسات المستدامة). من أهم النتائج التي توصل إليها أن هناك علاقة ارتباط طردي قوية بين بعدى تحليل البيئة وبين الأداء المؤسسي المستدام، وكذا بين أبعاد رقابة أنظمة تشغيل الحكومة الإلكترونية وبين الأداء المؤسسي المستدام، كما انه يوجد تأثير ذو دلالة إحصائية بين بعدى تحليل البيئة والأداء المؤسسي المستدام وكذا بين رقابة أنظمة تشغيل الحكومة الإلكترونية وبين الأداء المؤسسي المستدام.

This study aimed to identify the reality of the analysis of the internal and external environment of the Egyptian Post, the extent of the availability of control over the operating systems of the e-government in it, and to test the relationship between environmental analysis in its two parts (analysis of the internal environment, the external environment), and control over the operating systems of the e-government with its components (monitoring Internal e-government based on stored data, meeting the needs and services of citizens, readiness of services) and sustainable institutional performance in its dimensions (organizational innovation, organizational flexibility, organizational prowess, sustainable behaviors and practices). This study relied on the descriptive and analytical approach to reach its goals set by the researcher. This approach is based on a combination of theoretical study and field study to reach an effective framework that links them together. So the researcher made a survey required by the nature of the study to serve the objectives of this study, and it was distributed to a random sample of permanent workers in the offices of Egypt Post in the governorates of Greater Cairo (Cairo, Giza, and Qalubia) and their number was 373 individuals, and all the survey lists were valid for carrying out an analysis. The results of the answers given in it statistically. The general results of the study showed the validity, validity and effectiveness of the proposed study model. The most important findings of this study: The study concluded that there is a strong direct correlation between the dimensions of environment analysis and sustainable institutional performance, as well as between the dimensions of control of e-government operating systems and sustainable institutional performance, and there is a statistically significant effect between the dimensions of environment analysis and sustainable institutional performance, as well as between the control of government operating systems electronic and sustainable institutional performance. The most important recommendations of the study: - Relate employee performance appraisal to the actual reality of performance. - Enhancing the trend towards using modern information systems that ensure data security. - The authority should pay more attention to research and development in new and innovative ways to serve customers.
