المستخلص: هدفت الدراسة تقديم تصور مقترح لتطوير أداء إدارات التعليم بالمملكة العربية السعودية في ضوء معايير النموذج الأوروبي للتميز EFQM 2020؛ من خلال التعرف على واقع تطبيق تلك المعايير، والكشف عن التحديات التي تواجه تطوير أداء إدارات التعليم ومتطلبات تطوير الأداء في ضوئها، وبيان ما إذا كانت هناك فروق ذات دلالة إحصائية في تقديرات أفراد عينة الدراسة حول واقع التطبيق ووجود التحديات وأهمية متطلبات التطوير في ضوء المعايير تعزى لمتغيرات (الجنس- المؤهل العلمي -سنوات الخدمة – الدورات التدريبية في مجال التميز المؤسسي). ولتحقيق أهداف البحث استخدم الباحثان المنهج الوصفي بأسلوبه المسحي، من خلال تصميم استبانة وتطبيقها على عينة قصدية تكونت من (213) قائدا تعليميا، وتوصلت الدراسة إلى أن تطبيق معايير النموذج الأوروبي للتميز EFQM 2020 بإدارات التعليم بالمملكة العربية السعودية متحقق بدرجة "متوسطة" كما بينت النتائج أن هناك تحديات توجد بدرجة "عالية" تواجه إدارات التعليم في عمليات التطوير، فيما جاءت درجة أهمية توفير متطلبات التطوير بدرجة "عالية"، وبينت الدراسة وجود بعض الفروق تعزى لبعض المتغيرات لصالح بعض الفئات، واختتمت الدراسة بتقديم تصور مقترح لتطوير أداء إدارات التعليم في ضوء معايير النموذج الأوروبي للتميز.

The current study aimed to present a proposed vision for developing the performance of education departments in the Kingdom of Saudi Arabia in light of the criteria of the European Model of Excellence EFQM 2020; By identifying the reality of the application of these standards, and revealing the challenges facing the development of the performance of education departments and the requirements for developing performance in their light, and indicating whether there are statistically significant differences in the estimates of the study sample members about the reality of application and the presence of challenges and the importance of development requirements in light of the standards attributed For the variables (gender- educational qualification- years of service- training courses in the field of institutional excellence). To achieve the objectives of the research, the researchers used the descriptive approach in its survey style, by designing a questionnaire and applying it to an intentional sample consisting of (213) educational leaders. The study concluded that the application of the standards of the European Model of Excellence EFQM 2020 in education departments in the Kingdom of Saudi Arabia is achieved with a “medium” degree. The results also showed that there are challenges that exist at a “high” degree facing education departments in development processes, while the degree of importance of providing development requirements is at a “high” degree. The study showed that there were some differences due to some variables in favor of some groups, and the study concluded by presenting a proposed vision for developing the performance of education departments in light of the criteria of the European model of excellence.
