المستخلص: هدفت هذه الدراسة إلى الكشف عن واقع مكتبات المدارس الحكومية الثانوية في محافظة الزرقاء ومعوقات تفعيلها في العملية التعليمية- التعلمية من وجهة نظر أمناء المكتبات فيها، وإلى معرفة أثر متغيرات الجنس، والمؤهل العملي، وسنوات الخبرة في تقدير أفراد الدراسة لواقع هذه المكتبات، وللمعوقات التي تواجه تفعيلها في العملية التعليمية- التعلمية، وقد وزعت استبانة تم التأكد من صدقها وثباتها على أفراد مجتمع الدراسة البالغ عددهم (78) فردا، استجاب منهم (73) أي ما نسبته (94%). أشارت النتائج إلى أن تقدير أمناء المكتبات لواقع المكتبات المدرسية كان متوسطا، وأن مجال الخدمات المكتبية احتل المرتبة الأولى فيما احتل المرتبة الأخيرة مجال الحوسبة والتكنولوجيا، كما أظهرت النتائج أن أهم المعوقات التي تواجه تفعيل المكتبات المدرسية في العملية التعليمية- التعلمية كانت: ضعف مشاركة الطلبة في المسابقات الثقافية التي تعتمد على استخدام المكتبة كمسابقات أوائل المطالعين، وضعف اهتمام وزارة التربية والتعليم بتحسين أوضاع المكتبات المدرسية. وفيما يتعلق بأثر متغيرات الجنس والمؤهل العلمي وسنوات الخبرة في تقدير أفراد الدراسة لمجالات واقع المكتبات المدرسية الحكومية الثانوية في محافظة الزرقاء أشارت النتائج تحليل إلى وجود فروق ذات دلالة إحصائية عند مستوى الدلالة (α = 0.05) تعزى لمتغير سنوات الخبرة، وأن هذه الفروق كانت لصالح أمناء المكتبات الذين كانت مدة خبرتهم أكثر من 10 سنوات، أما فيما يتعلق بأثر متغيرات الدراسة في تقدير أفراد الدراسة للمعوقات التي تواجه تفعيل المكتبات المدرسية في العملية التعليمية، فقد أشارت النتائج إلى عدم وجود فروق ذات دلالة إحصائية عند مستوى الدلالة (α = 0.05) تعزى لهذه المتغيرات. وبناء على النتائج التي تم التوصل إليها، أوصت الدراسة بضرورة اهتمام وزارة التربية والتعليم بتطوير المكتبات المدرسية في محافظة الزرقاء وتحسين أوضاعها، وتبني أساليب جديدة في المدارس الثانوية الحكومية في محافظة الزرقاء لتشجيع الطلبة على القراءة واستخدام مكتباتها، والعمل على إدخال التكنولوجيا للمكتبات، والاهتمام بتقديم الدعم المالي الكافي لهذه المكتبات من خلال زيادة النسبة المخصصة لها في ميزانية التبرعات المدرسية.

This study aimed to reveal the reality of public secondary school libraries in Zarqa Governorate and the obstacles to activating them in the educational-learning process from the viewpoint of then librarians, and to study the impact of the variables of gender, educational qualification, and years of experience in the study members’ assessment of the reality of these libraries, and the obstacles facing their activation in the educational-learning process. A questionnaire whose validity and reliability were verified was distributed among the (78) study individuals, of whom (73), or ( 94 )% responded. Findings indicated that the librarians’ assessment of the reality of school libraries was moderate, and that the field of library services ranked first, while the field of computing and technology ranked last. The results also showed that the most important obstacles facing the activation of school libraries in the educational-learning process were: "Weak participation of students in cultural competitions that rely on the use of the library such as competitions for early readers, and the challenge of reading" and "weak interest of the Ministry of Education in improving the conditions of school libraries", and the outdated sources of information available in school libraries and their failure to keep up with modern developments. Regarding the effect of the variables of gender, educational qualification, and years of experience on the study individuals' assessment of the areas of reality of public secondary school libraries in Zarqa Governorate, the results of one-way analysis of variance (ANOVA) indicated that there were statistically significant differences at the significance level (α = 0.05) due to the variable of years of experience in favor of the librarians whose experience period was more than 10 years. However, the results showed that there were no statistically significant differences at the significance level (α = 0.05) due to the variables of gender and academic qualification. As for the effect of these variables on the obstacles that face the activation of school libraries in the educational process, findings indicated that there are no statistically significant differences at the significance level (α = 0.05) due to the variables of gender, educational qualification, and years of experience. Based on the results reached, the study suggested a set of recommendations, the most important of which are: the need for the Ministry of Education to pay attention to developing school libraries in Zarqa Governorate and improving their conditions, adopting new methods in government secondary schools in Zarqa Governorate to encourage students to read and use their libraries, introducing technology for libraries by providing computers, the Internet, and computing systems, paying attention to providing adequate financial support for these libraries by increasing the percentage allocated to them in the school donation budget, and providing school libraries with modern and diverse sources of information that support the curriculum and meet the students’ desires and reading tendencies.
