المستخلص: هدفت هذه الدراسة إلى بيان معايير القيادة الإدارية عن الخليفة عمر بن الخطاب- رضي الله عنه- وتطبيقاتها التربوية، وقد استخدم الباحثان المنهج الوصفي الاستنباطي لتحقيق أهداف الدراسة. وقد خلصت الدراسة إلى النتائج الآتية أن معايير القيادة التربوية تعني: قدرة القائد على التأثير بالمرؤوسين وتوجيههم لأداء العمل وتحقيق الأهداف بكفاءة وفاعلية عالية، كما أن الخليفة عمر بن الخطاب- رضي الله عنه- كان يتمتع بصفات وخصائص منها العدل، وكان يخاف الله، التواضع والورع، العلم والحلم، وغيرها، ومن الصفات التي على ضوئها كان يعين عمر الولاة: مراعاة الكفاءة، معاملة أهل الذمة من اليهود، الالتزام بشرع الله تعالى مطبقا لأحكامه، وغيرها، ومن التطبيقات التربوية لمعايير القيادة الإدارية الخاصة بالمدير ما يأتي: الشعور بالمسؤولية والإخلاص والأمانة اتجاه المؤسسة والعمل، تطبيق مبدأ الشورى والثقة بالعاملين في المدرسة من إداريين ومعلمين وطلاب، القدرة على اتخاذ القرارات في الوقت المناسب، وغيرها، ومنها ما هو خاص بالمعلم: حث الطلاب على طلب العلم واستمرارية التعلم، القدوة الحسنة للطلاب، الثقة بالطلاب والسماح لهم بالتعبير عن آرائهم ودوافعهم ورغباتهم، وغيرها، وأوصت الدراسة بقيام وزارة التربية والتعليم بتطبيق معايير القيادة الإدارية عند اختيار مدراء المدارس والمعلمين؛ حتى تتحقق أهداف العلمية التعليمية.

This study aimed to clarify the standards of administrative leadership about the Caliph Omar Ibn Al-Khattab- may God be pleased with him- and their educational applications. The researchers used the descriptive and deductive approach to achieve the objectives of the study. The study concluded the following results that educational leadership standards mean: the leader’s ability to influence subordinates and direct them to perform work and achieve goals with high efficiency and effectiveness, and the Caliph Omar Ibn Al-Khattab - may God be pleased with him- had qualities and characteristics, including justice, fear of God, humility and piety. Knowledge, forbearance, and others, and among the attributes in the light of which the age of the rulers was determined: observance of competence, treatment of the Jewish people of dhimma, adherence to the law of God Almighty in accordance with its provisions, and others. Among the educational applications of the manager’s administrative leadership standards are the following: a sense of responsibility, sincerity and honesty towards the institution and work, application of the principle of shura and trust in school workers, including administrators, teachers and students, the ability to make decisions in a timely manner, and others, including what is specific to the teacher: Urging students to Seeking knowledge and continuity of learning, setting a good example for students, trusting students and allowing them to express their opinions, motives and desires, and others. The study recommended that the Ministry of Education implement administrative leadership standards when selecting school principals and teachers; In order to achieve scientific educational goals.
