المستخلص: هدف البحث تعرف متطلبات التعليم عن بعد من خلال البحوث والدراسات والأدبيات، وتعرف الكفايات التعليمية التي تلبي متطلبات التعليم عن بعد، واستخدم البحث المنهج الوصفي القائم على جمع المعلومات حول قضية معينة لتفسير ها وتحليلها والوقوف على جوانبها المختلفة، وذلك للبحث في الكفايات المهنية، عن المضامين والمعاني التي تتضمن مبادئ نظرية أو تطبيقات عملية في تلبية متطلبات التعليم عن بعد، من المصادر المختلفة والمصادر الأولية والمراجع الحديثة، وتوظيفها في خدمة البحث والإجابة عن أسئلته، وتمثلت الحدود الموضوعية لهذا البحث في استنباط المفاهيم والأساليب المتعلقة بالكفايات المهنية اللازمة لمعلمي المرحلة الثانوية في دولة الكويت في ضوء متطلبات التعليم عن بعد، وتوصل البحث إلى أهمية الكفايات التكنولوجية لتتواكب مع متطلبات التعليم عن بعد وأهميتها في تلبية متطلبات المنظومة التعليمية في الظروف الاستثنائية، وأهمية تطوير منظومة الكفايات وتحديثها بصورة مستمرة لتتناسب مع المتغيرات العصرية التي يتعرض لها التعليم تبعا للمتغيرات العالمية خصوصا في ظروف الجوائح والأزمات الطارئة، مع الاستفادة من خبرات وتجارب بعض الدول في تطوير المنظومة التربوية فيما يرتبط بالتعليم عن بعد من استعراض الدراسات والبحوث السابقة، وأوصي البحث بالاستجابة السريعة للتفاعل مع الأزمات والكوارث حتى لا تتأثر العملية التعليمية بمثل هذه الظروف. مع السعي الدؤوب لتحديث وتطوير منظومة الكفايات بشكل دوري لمواجهة التغيرات العالمية والتي تؤثر علي جودة مخرجات التعليم.

The research objective is identifying distance education requirements through research, studies, and literatures and identifying educational competencies that meet distance education requirements. Furthermore, it puts a proposed visualization to develop the competencies of the high school teachers in Kuwait in the light of distance education. The research used the descriptive approach that collects information about certain issue to explain and analyze it and show its different aspects and to search for the contents and meanings- in the professional competencies- that include theoretical principles or practical applications in meeting distance education requirements from different sources, primary sources and modern references and employ it to serve the research and answer its questions. The objective limits of this research represented in eliciting concepts and methods related to the professional competencies required for high school teachers in Kuwait in light of the requirements of distance education. The research found the importance of the technological competencies to keep up with the requirements of distance education, the importance of them in meeting the requirements of the educational system in the exceptional circumstances, the importance of developing competences system and its update continually to be suitable for the modern changes faced by education according to the international changes especially in the circumstances of pandemics and emergency crises, and benefit from the experiences of some countries in developing the educational system which related to distance education from reviewing previous studies and researches. The research recommended quick response to interact with crises and disasters to not affect the educational process with these circumstances with diligent seek to update and develop the competencies system periodically to face the international changes that affect the quality of education outputs.
