المستخلص: هدفت الدراسة الحالية إلى بناء نموذج مقترح لمعايير ومؤشرات إدارة المشاريع في وزارة التعليم بالمملكة العربية السعودية؛ وذلك من خلال تحديد معايير ومؤشرات ومتطلبات تطبيق إدارة المشاريع في وزارة التعليم بالمملكة العربية السعودية من وجهة نظر خبراء إدارة المشاريع في وزارة التعليم والقطاع الخاص وشركة تطوير التعليم القابضة، ولتحقيق هدف الدراسة تم استخدام أسلوب الدراسات المستقبلية دلفاي، وبلغ عدد الخبراء المشاركين (٢٦) خبيرا في إدارة المشاريع بوزارة التعليم والقطاع الخاص وشركة تطوير التعليم القابضة؛ وتوصلت الدراسة إلى عدة نتائج أهمها : - اتفاق الخبراء المشاركين على أهمية معايير إدارة المشاريع في وزارة التعليم بالمملكة العربية السعودية بنسبة (٩٨,٧٥)، وجاء ترتيب المعايير وفق نسبة أهميتها كالتالي: (الفعالية التنظيمية والتحكم، الحوكمة والقيم، الفاعلية والتأثير، القيادة والإشراف إدارة ضمان الجودة هيكلة الموارد والممكنات، رضا أصحاب المصلحة الاستدامة). - اتفاق الخبراء المشاركين على أهمية متطلبات تطبيق معايير ومؤشرات إدارة المشاريع في وزارة التعليم بالمملكة العربية السعودية بنسبة (٩٦,٩%)، حيث كانت أعلى المتطلبات أهمية هي (بناء إطار تنظيمي يحدد أدوار ومسؤوليات ومهام الجهات ذات العلاقة بالمشروع، ووجود نموذج حوكمة لضبط العمليات والعلاقات الأفقية والرأسية أثناء تنفيذ المشروع). - قدمت الدراسة نموذجا لمعايير إدارة المشاريع في وزارة التعليم بالمملكة، تضمن (۸) معايير و (٦١) مؤشرًا.

The present study aimed to build a proposed model for project management standards and indicators in the Ministry of Education in the Kingdom of Saudi Arabia. The proposed model was reached by defining the criteria, indicators, and requirements for applying project management in the Ministry of Education in the Kingdom from the viewpoint of project management experts in the Ministry of Education, the private sector, and Tatweer Education Holding Company. In order to achieve the objectives of this study, the Delphi method was used. The number of participants was (26) experts in project management from the Ministry of Education, the private sector, and Tatweer Education Holding Company. The most important results of this study are the following: - The participating experts agreed on the importance of project management standards in the Ministry of Education in the Kingdom of Saudi Arabia with a percentage of (98.75%), and the ranking of these standards based on their perceived importance is as follows: (Organizational effectiveness and control, governance and values, efficiency and influence, leadership and supervision, quality control, structuring resources and enablers, stakeholder satisfaction, and sustainability). - The participating experts agreed on the importance of the requirements for applying project management standards and indicators in the Ministry of Education in the Kingdom of Saudi Arabia with a percentage of (96.9%). The most important requirements were: (Building an organizational framework that defines the roles, responsibilities and tasks of the parties related to the project, and the existence of a governance model in order to control the processes and horizontal and vertical relationships during project implementation). - The study presented a model for project management standards in the Ministry of Education in the Kingdom, which included (8) standards and (61) indicators.
