المستخلص: يراد بالاستبداد استبداد الحكومات، عندما يطغى الظلم إلى أعلاه، ويستبد الحاكم في حكم رعيته، بالاضطهاد والعنف واستباحة الدماء، ولعلنا نجد الخطاب دليلا واضحا في استخدام أسلوب الاستبداد مع الناس، وعند قراءة خطاب الأمويين السياسي، يلاحظ بوضوح مدى القسوة التي كانت بارزة في الخطاب والتعنيف الدائم للناس، من خلال استخدام أسلوب التخويف وتكتيم الأفواه، الاستبداد تحول سياسي يحدث نتيجة الفوضى، النتيجة الطبيعية لغياب القانون، أو وصول فرد ما في غفلة من الزمن إلى دفة الحكم، ينفرد بالسلطة ويحولها- بما يمتلكه من قوة ونفوذ وما يسلبه من مال- إلى صالحه ويصبح هدفه تحقيق مصالحه وغاياته، لا مصالح الناس وغاياتها، عند ذاك ، تسلب الإرادة ، وتذل الكرامة، ويسترق الناس، ويسيد على رقابهم. والأدهى من ذلك عندما يرتدي المستبد رداء الدين ويسيد على الناس، ويستمد من النصوص الدينية ما يبرر سلوكه وما يشرعن له أفعاله، يعينه في ذلك مجموعة من فقهاء السلطة ووعاظهم، ولعل ذلك ما حدث في تأريخنا الإسلامي السياسي، إذ استبد في الحكم خلفاء حكموا باسم الدين ورفعوا الإسلام شعار لهم، متخذين من تأويل بعض النصوص دليلا على شرعية حكمهم، يدعمهم في ذلك فتاوى الفقهاء المرتزقة. لقد حاول هذا البحث تتبع الخطاب الأموي طول فترة الحكم الأموية لبيان مدى القسوة والتعنيف الذي مورس بحق الناس.

Despotism means the tyranny of governments, when injustice prevails above, and the ruler is oppressive in the rule of his subjects, with persecution, violence and the profanation of blood. Permanent people, through the use of the method of intimidation and silence, tyranny is a political transformation that occurs as a result of chaos, the natural result of the absence of law, or the arrival of an individual in the absence of time to the helm of government, who is alone with power and transforms it- with what he possesses in terms of power and influence and what he robs of money- into His interest and his goal becomes the realization of his interests and goals, not the interests and goals of the people, at that point, they rob the will, humiliate the karma, enslave people, and rule over their necks. What is worse than that when the tyrant wears the robe of religion and dominates the people and derives from religious texts what justifies his behavior and what legitimizes his actions, appointed by a group of jurists and their preachers in this, and perhaps that is what happened in our Islamic political history, since the rule was tyrannized by caliphs who ruled in the name of religion. They raised Islam as a slogan for them, taking the interpretation of some texts as evidence of the legitimacy of their rule, supported by the fatwas of the mercenary jurists. This research has attempted to trace the Umayyad discourse throughout the period of the Umayyad rule to show the extent of cruelty and violence that was practiced against people.
