المستخلص: لا ريب بأن الوظيفة العامة لها أهمية بالغة لكل دول العالم، من حيث التطورات المتلاحقة للنشاط الإداري وكذلك لتنفيذ الخطط والبرامج التنموية في الدولة من خلال تنمية الموارد الاقتصادية والاجتماعية والثقافية والسياسية فيها، ولا يمكن للدولة أن تحقق أهدافها التي تصبو إليها إلا من خلال الرقي بالوظيفة العامة على مستوى تنظيمي دقيق وسليم من كافة النواحي، الأمر الذي يستوجب على الإدارة أن تستعين بفئات من الموظفين لسير المرفق العام بانتظام واطراد لإشباع الحاجات العامة. لقد جاءت هذه الدراسة لبيان فئات الموظفين العاملين في المؤسسات المدنية للدولة العراقية وطرق توظيفهم وتحديد أعمالهم ومراكزهم القانونية، والذين يعدون من وسائل الإدارة المهمة من أجل سير المرفق العام بانتظام واطراد لإشباع الحاجات العامة، وبالتالي استحالة عمل الإدارة بدون فئات الموظفين، وينقسمون إلى خمس فئات الموظف على الملاك الدائم، وموظف الخدمة الجامعية، والمؤقت والمتعاقد، والأجر اليومي.

There is no doubt that the public office is of great importance to all countries of the world, in terms of the successive developments of administrative activity as well as the implementation of development plans and programs in the country through the development of economic, social, cultural and political resources in it, and the state cannot achieve its goals that it aspires to except through the promotion of public office At an accurate and sound organizational level in all respects, which necessitates that the administration seek the assistance of categories of employees to run the public facility regularly and steadily to satisfy public needs. This study came to show the categories of employees working in the civil institutions of the Iraqi state, the methods of their employment, the determination of their work and their legal positions, and who are considered among the important means of administration for the regular and steady functioning of the public utility to satisfy public needs, and thus the impossibility of the administration's work without categories of employees, and they are divided into five categories, The employee is on permanent staffing, university service employee, temporary, contracted, and daily wage.
