المستخلص: تعتبر الإدارة الإلكترونية وليدة الإنجازات التقنية في عصرنا هذا، حيث أدت هذه التطورات في مجال الاتصالات واختراع تقنيات متطورة إلى دفع الدول والحكومات إلى الاستفادة من زخم هذه الثورة التقنية باستخدام الحواسيب والشبكة العنكبوتية في إنجاز الأعمال الإدارية وتقديم خدمات راقية للمجتمع تصل إلى حد تطلعاته. تكمن فعالية الإدارة الإليكترونية على غرار الإدارة الكلاسيكية في استعمالها للنظم المعلوماتية التي من شأنها جمع البيانات ومعالجتها بدقة وتحويلها إلى معلومات تساعد أصحاب القرار في تعزيز قراراتهم الإدارية، وكذلك معالجة بعض الظواهر السلبية في المجتمع كالبيروقراطية والمحسوبية حيث تضمن تكافئ الفرص ووصول الحقوق لذويها، كل هذا التغييرات من شأنها تحقيق وثبة نوعية في الإدارة الجزائرية وإحداث إصلاحات شاملة في هياكل الدولة والتعاملات الإدارية وتطوير آليات الرقابة. نهدف من خلال دراستنا هذه إلى معرفة مدى فعالية الإدارة الإلكترونية بالوكالة الوطنية للتشغيل في تعزيز قرارات الدولة الجزائرية من خلال استحداثها لمنحة البطالة، من خلال تنفيذ قرار السيد رئيس الجمهورية المتعلق بتأسيس منحة البطالة التي ستوجه للعاطلين عن العمل من فئة طالبي العمل لأول مرة، وكيفية تسيير هذا الملف الذي كلفت به الوكالة الوطنية للتشغيل حيث أخدنا الفرع الولائي للتشغيل بشار كعينة لدراستنا هذه. اعتمدنا خلال دراستنا هذه على المنهج الوصفي التحليلي بالاستعانة بتقنية الملاحظة وكذلك تحليل مجمل البيانات المراد دراستها.

Electronic administration is the result of the technical achievements of our time, as these developments in the field of communications and the invention of advanced technologies prompted countries and governments to take advantage of the momentum of this technical revolution by using computers and the World Wide Web in carrying out administrative work and providing high-end services to society that reach an extent his aspirations. The effectiveness of electronic management, similar to the classical administration, lies in its use of information systems that collect data, process it accurately, and convert it into information that helps decision-makers in strengthening their administrative decisions, as well as addressing some negative phenomena in society, such as bureaucracy and nepotism, as it ensures equal opportunities and access to rights for those who have it, All these changes would achieve a qualitative leap in the Algerian administration, bring about comprehensive reforms in the state's structures and administrative dealings, and develop control mechanisms. Through our study, we aim to know the extent of the effectiveness of the electronic administration of the National Agency for Employment in strengthening the decisions of the Algerian state through its introduction of the unemployment grant, through the implementation of the decision of the President of the Republic related to the establishment of the unemployment grant that will be directed to the unemployed in the category of job seekers for the first time, and how The management of this file, which was entrusted to the National Agency for Employment, where we took the state branch of employment, Bachar, as a sample for our study. During our study, we relied on the analytical descriptive approach, using the observation technique, as well as analyzing the totality of the data to be studied.
