إن النزاعات الدولية ليست حدث جديدا على البشرية فمنذ القدم تسببت النزاعات بآثار سلبية على الفرد والمجتمع والعالم اجمع بالضرر والمعاناة والتهجير والحرمان من الأمن والأمان والاستقرار كما يترتب عليها خسائر مادية وبشرية فادحة. تتنوع النزاعات الدولية من حيث طبيعتها وأسبابها وغاياتها كما أنها تختلف من زمن إلى آخر فمع مرور الزمن تتعقد النزاعات أكثر نظرا لتطور الدولة وتطور غاياتها ومصالحها ومساعيها ودوافعها. زادت هذه النزاعات نتيجة تطور المجتمع الدولي وتطور الدول التي أصبحت مساعيها تتعدى حدودها خصوصا الدول ذات النفوذ والقوة الكبيرة إلى فرضت سيطرتها ورأيها على دول أخرى ضعيفة وبسط نفوذها وهيمنتها مما يؤدي إلى أحداث توترات كبيرة وصراعات سياسية بين الدول قد تؤدي إلى تنازع. وكما نعلم أنه في حدود الدولة الواحدة لا يكاد يخلو أي مجتمع من حدوث مناوشات وصراعات ما بين الأفراد والجماعات والعشائر والأحزاب السياسية هذه النزاعات قد اتسعت أفاقها لتتعدى خارج حدود الدولة بين طرفين أو أكثر من أفراد المجتمع الدولي بين الدول أو الكيانات وغيرها. هذه النزاعات بالطبع لها آثار سلبية على الأمن والأمان على مستوى الدولة وعلى مستوى المجتمع الدولي بأكمله. وفي أعقاب الحرب العالمية الأولى ومع ظهور أول المنظمات الدولية على الساحة الدولية التي سعت إلى حل هذه النزاعات والصراعات الناشئة ما بين الدول بشتى الطرق اللازمة والتي كان لها الدور الأبرز في إدارة تلك النزاعات.
International conflicts are not a new event for humanity, since ancient times conflicts have caused negative effects on the individual, society and the whole world with damage, suffering, displacement and deprivation of security, safety and stability, as well as heavy material and human losses. International conflicts vary in terms of their nature, causes and objectives, as they vary from time to time, as with the passage of time, disputes become more complicated due to the development of the state and the development of its goals, interests, endeavors and motives. These conflicts have increased as a result of the development of the international community and the development of countries whose endeavors have become beyond their borders, especially countries with great influence and power to impose their control and opinion on other weak countries and extend their influence and hegemony, which leads to the occurrence of great tensions and political conflicts between countries that may lead to conflict, and as we know that within the borders of one state, almost no society is free from the occurrence of skirmishes and conflicts between individuals, groups, clans and political parties. These conflicts have widened their horizons to go beyond State borders between two or more members of the international community between states or entities and others. These conflicts, of course, have negative effects on security and safety at the level of the entire international community. In the aftermath of the First World War and with the emergence of the first international organizations on the international scene that sought to resolve these Disputes and conflicts arising between countries in various necessary ways, which played the most prominent role in managing those conflicts.
