المستخلص: إن تكريس مبدأ الشفافية وتفعيله في القرارات الإدارية، له فوائد متعددة لا يمكن حصرها، إذ أن برامج التنمية وتحقيق الحكم الديمقراطي وحماية حقوق الإنسان وحرياته الأساسية أهداف لا يمكن تحقيقها إلا بوجود مبدأ عام للشفافية يحكم أعمال الإدارة وأنشطتها بصفة عامة. إن تحقيق مبدأ الشفافية الإدارية لا يمكن تفعيله إلا بوجود بيئة يمكن من خلالها للأفراد الحصول على صورة مفهومة عن الأهداف التي تروم الإدارة تحقيقها عبر إشراك الموطنين في إدارة الشؤون العامة التي تزاولها الإدارة لصالحهم ولحسابهم، بما من شأنه تزويدهم بكل البيانات والمعلومات عن أنشطتها وأعمالها إضافة إلى بيان الأسباب القانونية والواقعية التي دفعتها إلى اتخاذ قراراها في إطار ما يسمى بتسبيب القرار الإداري الذي يعد من اهم عناصر سياسة الوضوح الإداري وتحقيق مبدأ الشفافية الإدارية.

Enshrining and activating the principle of transparency in administrative decisions has multiple benefits that cannot be counted, as development programs, the achievement of democratic governance, and the protection of human rights and basic freedoms are goals that can only be achieved with the existence of a general principle of transparency that governs the work and activities of the administration in general. Achieving the principle of administrative transparency can only be activated by the existence of an environment through which individuals can obtain an understandable picture of the objectives that the administration intends to achieve by involving citizens in the management of public affairs that the administration conducts for their own benefit and account, which would provide them with all data and information about its activities and work in addition to Statement of the legal and factual reasons that prompted her to make her decision within the framework of the so- called administrative decision reasoning, which is one of the most important elements of the policy of administrative clarity and the achievement of the principle of administrative transparency.
