المستخلص: ترتبط جودة نتائج الطلاب والمخرجات التعليمية بدرجة كبيرة بجودة إعداد معلمي التعليم الثانوي قبل الخدمة، فجودة المعلم الناتجة عن تميز برامج الإعداد قبل الخدمة هي محدد رئيسي لخبرات الطلاب ونتائج التعليم المدرسي، وتفوق جميع المؤثرات المدرسية الأخرى كمدير المدرسة والبيئة التعليمية والمناهج الدراسية وغيرها. ومن ثم هدف البحث إلى التوصل إلى إجراءات مقترحة لتطوير نظام إعداد معلم التعليم الثانوي العام في دولة الكويت في ضوء خبرة هونج كونج. واتبع البحث المنهج الوصفي من خلال التعرف على الإطار التنظيري الذي يحكم نظام إعداد المعلم، وإلقاء الضوء على أهم أهم ملامح نظام إعداد معلم التعليم الثانوي العام في دولة الكويت وهونج كونج، والتوصل إلى إجراءات مقترحة لتطوير نظام إعداد معلم التعليم الثانوي العام في دولة الكويت في ضوء خبرة هونج كونج. وقد توصل البحث إلى مجموعة من النتائج أهمها: اختيار أفضل العناصر التي ترغب في مزاولة مهنة التدريس مستقبلا من بين الثلث الأفضل من طلاب المرحلة الثانوية، ومطالبة المرشحين لمهنة التدريس بحضور مقابلات مصممة لتقييم قدراتهم الشخصية ومهارات الاتصال وكفاءة اللغة لديهم، وتطلعاتهم المهنية ودوافعهم لمهنة التدريس، والتركيز بقوة على تعلم نظريات وطرق التدريس المختلفة في الفصول الدراسية أثناء فترة الإعداد، وإخضاع الطلاب المعلمين لفترة تدريب كافية على مهنة التدريس أثناء برنامج الإعداد وكذلك بعد التخرج، ومساعدة المعلمين الجدد على فهم أدوارهم المهنية، وإظهار القيم والسلوك المهني، ومواكبة أحدث التطورات في سياسات وممارسات التعليم لتطبيقها في التدريس.

The quality of students’ results and educational outcomes is largely linked to the quality of the preparation of the secondary education teacher before service, as the quality of the teacher resulting from the excellence of preparation programs before service is a major specification for students’ experiences and school education results, and the excellence of all other school factors such as the principal, the educational environment, the curricula and others. The goal of research is to reach proposed procedures to develop the system of preparing a general secondary education teacher in the State of Kuwait in light of Hong Kong experience. The research followed the descriptive approach by identifying the theoretical framework that governs the system of preparing the teacher, and shedding light on the most important features of the system of preparing the general secondary education teacher in the State of Kuwait and Hong Kong, and reaching proposed procedures to develop the system of preparing the general secondary education teacher in the State of Kuwait in in light of Hong Kong experience. The research reaches a set of results, the most important of which are: to choose the best elements that want to practice the teaching profession in the future from among the best third of the high school students; to demand the candidates for the teaching profession to attend interviews designed to assess their personal abilities, communication skills and language efficiency they have, their professional aspirations and their motives for the teaching profession; to focus strongly on learning the different theories and methods of teaching in the classroom during the preparation period; to make student teachers to a sufficient training period on the teaching profession during the preparation program as well as after graduation; to help new teachers to understand their professional roles, showing vocational values and behavior, and keeping pace with the latest developments in policies and practices education to apply it in teaching.
