المستخلص: يتناول هذا البحث موضوع ملكة البلاغة في اللسان عند ابن خلدون، وهي الملكة التي حظيت باهتمامه، وشكلت موضوع البلاغة عنده. لقد انطلقنا في هذا البحث من افتراض مفاده أن الملكة البلاغية ملكة من الملكات اللسانية، لأن البلاغة علم من علوم اللسان. غير أن هذه الملكة لا شك في أنها تتميز بسمات وخصائص ذاتية تجعلها تختلف عن غيرها من الملكات اللسانية. ولذلك كانت الإشكالية التي اشتغلنا بحلها، هي: ما الملكة البلاغية عند ابن خلدون؟ ومعلوم أن السؤال بـ«ما»، سؤال عن ماهية الشيء وذاته. من هنا، سعينا إلى تحقيق هدف علمي خاص، يتمثل في إدراك طبيعة الملكة البلاغية عند ابن خلدون وبيان خصائصها الذاتية، والكشف عن الشروط التي لا يمكن لهذه الملكة أن تحقق غرضها بدونها. وقد حاولنا تحقيق هذا الهدف، بتحديد مفهوم الملكة البلاغية عند ابن خلدون، والكشف عن أصولها، وإبراز علاقتها بما يجاورها من مفاهيم، معتمدين في ذلك مناهج الوصف والتحليل والمقارنة لوصف تصور ابن خلدون البلاغي من خلاله نصوصه، وتحليله بغرض الكشف عن أصوله، ومقارنته بتصور من سبقه من فلاسفة وبلاغيين بغية الكشف عن مصادر فكره البلاغي. وهكذا، قسمنا هذا البحث إلى مبحثين؛ تناولنا في أولهما مفهوم الملكة عند ابن خلدون. وتحدثنا في الثاني عن علاقة الملكة البلاغية بمصطلحي الذوق والطبع.

This study spots light on the rhetorical competence in speech according to Ibn Khaldun, a competence that strongly attracted his attention and shaped the subject of rhetoric for him. This study proceeds from the assumption that the rhetorical competence is one of the linguistic competences because rhetoric is a branch of linguistics. However, this competence is undoubtedly distinguished by intrinsic traits and characteristics that make it different from other linguistic competences. Therefore, the problem that I have worked on is what is the rhetorical competence according to Ibn Khaldun? It is known that the question with “what” is a question about the essence and the core of a thing. From here, I have sought to achieve a special scientific goal to understand the nature of the rhetorical competence according to Ibn Khaldun, to clarify its intrinsic characteristics, and to reveal the conditions without which this competence cannot achieve its purpose. Subsequently, I have sought to achieve this goal by defining the concept of the rhetorical competence according to Ibn Khaldun. This is done through revealing its origins, highlighting its relationship with the neighboring concepts by adopting methods of description, analysis, and comparison to describe Ibn Khaldun’s rhetorical perception through his texts, and analyze it for the purpose of revealing its origins, and comparing it with the perceptions of philosophers and rhetoricians preceded him to reveal the sources of his rhetorical thought. Thus, this study is divided into two sections. The first deals with the concept of the rhetorical competence according to Ibn Khaldun. The second talks about the relationship of the rhetorical competence to the terms of flair and temperament.
