|a بادرت المملكة العربية السعودية بتصميم برنامج التحول الرقمي، كأحد البرامج الرئيسية لتحقيق رؤية المملكة 2030، بقصد تأسيس حكومة رقمية، إلى جانب ذلك بناء وتحسين البنية التحتية الرقمية اللازمة لتطوير قطاعات تقنية المعلومات والنهوض به، وفتح المجال للمستخدمين من الشركات والجهات الحكومية وخاصة الصحية من خلال دعم القدرات البشرية وتنمية صناعة التقنية، إضافة إلى تحقيق تحول رقمي عن طريق تطوير أساس رقمي قوي يتسم برقمنة جميع القطاعات. وبدوره حاول النظام الصحي بكافة كوادره الاستفادة من هذه التقنيات بشكل حقيقي من خلال تطوير فكرة إدارة المعلومات ودور الحاسب الآلي في الطب والرعاية الصحية، في إيجاد ما يسمى بالرعاية الصحية الإلكترونية. ويعد الإبداع الإداري من الركائز الهامة والمؤثرة في أداء المنظمات وهو ما دفع الباحثين لدراسة أثر استخدام تكنولوجيا المعلومات على الإبداع الإداري في القطاع الصحي بالتطبيق على العاملين بمديرية الصحة بتبوك. وأظهرت الدراسة أثر تكنولوجيا المعلومات وأهمية الاعتماد على نظم المعلومات على الإبداع الإداري. وضع الباحثان فرضيه معنويه دور تكنولوجيا المعلومات في الإبداع الإداري وهو ما أكده اختبار الفروض ونتائج البحث وخلص البحث لمجموعه من التوصيات أهمها ضرورة تأهيل العاملين وتدريبهم على برامج تكنولوجيا المعلومات وضرورة الاعتماد على تكنولوجيا المعلومات في إجراءات العمل لتحقيق الإبداع الإداري.
|b The Kingdom of Saudi Arabia took the initiative to design the digital transformation program, as one of the main programs to achieve the Kingdom's Vision 2030, with the intention of establishing a digital government, in addition to building and improving the digital infrastructure necessary to develop and advance the information technology sectors, and opening the way for users from companies and government agencies, especially health care, by supporting Human capabilities and development of the technology industry, in addition to achieving digital transformation by developing a strong digital foundation characterized by the digitization of all sectors. In turn, the health system and all its cadres tried to truly benefit from these technologies by developing the idea of information management and the role of the computer in medicine and health care, in creating what is called electronic health care. Administrative creativity is one of the important and influential pillars in the performance of organizations, which prompted researchers to study the impact of the use of information technology on administrative creativity in the health sector by applying it to workers in the Tabuk Health Directorate. The study showed the impact of information technology and the importance of relying on information systems in evaluating performance. The researcher hypothesized that the role of information technology in administrative creativity is not significant, which was confirmed by testing the hypotheses and the results of the research. The research concluded with a set of recommendations, the most important of which is the necessity of qualifying workers and training them on information technology programs and the necessity of relying on information technology in work procedures to achieve administrative creativity.
