المستخلص: يشهد العصر الحالي تطورا تكنولوجيا فرض نفسه على جميع مجالات الحياة التربوية والإدارية، وتعتبر الإدارة الإلكترونية ثورة في عالم الإدارة الحديثة نتيجة لما تقدمه من آثار إيجابية في تسهيل العملية الإدارية وتقليص وقت وتكلفة إنجاز المهام بمؤسسات رياض الأطفال، وإتاحة المعلومات في كل وقت، وتطوير الأداء الوظيفي، ورفع مستوي الكفاءة الإنتاجية من خلال توظيف التقنية ونظم المعلومات في عملية الإدارة لمواكبة العصر التقني التكنولوجي. حيث أن العصر التقني التكنولوجي يقوم على سيطرة الوسائل الرقمية الحديثة عن غيرها في مجالات الإدارة وتبادل المعلومات والاتصال والمعالجة وبذلك يتسم هذا العصر بالسرعة والدقة وتقريب المسافات وإلغاء الحدود، مما يدل على أهمية قضية البحث. ولتحقيق ذلك سعي البحث الحالي إلى ضرورة وجود آليات لتطبيق الإدارة الإلكترونية بمؤسسات رياض الأطفال الحكومية والخاصة في ضوء تقنيات ونظم الإدارة الحديثة، وتوضيح واقع هذه المؤسسات من وجهة نظر المديرات والوكيلات برياض الأطفال، وإعادة تنظيمها في ظل الإدارة الإلكترونية الحديثة التي تمر بها العملية التربوية، والوقوف على أهم معوقات تطبيق آليات الإدارة الإلكترونية في ضوء تقنيات ونظم الإدارة الحديثة، وكيفية التغلب عليها من خلال ضرورة توافر آليات بمؤسسات رياض الأطفال الحكومية والخاصة. واستخدم البحث المنهج الوصفي التحليلي، والمنهج المقارن بين الحكومية والخاصة. واشتملت عينة البحث علي (113) من المديرات والوكيلات بمؤسسات رياض الأطفال من محافظة الدقهلية بإدارة (غرب المنصورة- ميت غمر- أجا- دكرنس- بلقاس- السنبلاوين- شرق المنصورة – طلخا – نبروه – المطرية) التعليمية. واستخدمت الباحثة أداة البحث تمثلت في استبانة موجهة للمديرات والوكيلات بمؤسسات رياض الأطفال (من إعداد الباحثة). واتضح لدي الباحثة عدم وجود فروق ذات دلالة إحصائية في استجابات المديرات والوكيلات بمؤسسات رياض الأطفال الحكومية والخاصة عينة البحث تعزي إلى متغيرات البحث وتشمل (المحور الأول وهو: معوقات تطبيق آليات الإدارة الإلكترونية بمؤسسات رياض الأطفال الحكومية والخاصة) المحور الثاني: آليات تطبيق الإدارة الإلكترونية بمؤسسات رياض الأطفال الحكومية والخاصة في ضوء تقنيات ونظم الإدارة الحديثة ويضم عدد من البنود وهي: آليات إدارية وتشمل التخطيط والتنظيم والقيادة الإلكترونية- آليات بشرية وتشمل الكادر الخاص والإشراف التربوي- آليات تقنية وتشمل الأجهزة والمعدات وشبكة الاتصالات والبرمجيات الإلكترونية – آليات مادية- آليات أمنية).

The current era is witnessing a technological development that imposes itself on all areas of educational and administrative life in kindergarten institutions. Electronic management is considered a revolution in the world of modern management as a result of its positive effects in facilitating the administrative process, reducing the time and cost of completing tasks in kindergarten institutions, and making information available at all times. And the development of job performance and raising the level of production efficiency through the employment of technology and information systems in the management process to keep pace with the technological digital age. As the technological digital era is based on the dominance of modern digital means over others in the areas of management, exchange of information, communication, and processing, and thus this era is characterized by speed, accuracy, approximation of distances and the abolition of borders, which indicates the seriousness of the research issue. To achieve this, the current research sought to find mechanisms for applying electronic management in government and private kindergarten institutions in the light of modern management techniques and systems, and to clarify the reality of these institutions from the point of view of principals, agents, and supervisors in kindergartens, and to reorganize them in light of modern electronic management that the educational process is going through. And standing on the most important obstacles to the application of electronic management in the light of modern management techniques and systems, and how to overcome them through the necessity of the availability of mechanisms in kindergarten institutions, government and private. The research used the descriptive analytical approach, and the comparative approach between government and private. The research sample included (113) principals, agents and supervisors in kindergarten institutions from Dakahlia Governorate, under the educational administration (West Mansoura- Mit Ghamr- Aga- Dekernes- Belqas- Al-Sinbellaween- East Mansoura- Talkha- Nabrouh- Al-Mataria). The researcher used the research tool, which consisted of a questionnaire addressed to managers, agents and supervisors in kindergarten institutions (prepared by the researcher). It became clear to the researcher that there were no statistically significant differences in the responses of managers, agents and supervisors in governmental and private kindergarten institutions. The second axis: mechanisms for applying electronic management in public and private kindergarten institutions in the light of modern management techniques and systems. It includes a number of items, namely: administrative mechanisms, including planning, organization and electronic leadership- human mechanisms, including private staff and educational supervision- technical mechanisms, including hardware, equipment, communication network and electronic software- Physical mechanisms- security mechanisms).
