|a تتناول هذه الدراسة جزئية التوازن خارج المجال، كاستراتيجية جديدة في العلاقات الدولية، هذه الاستراتيجية التي ترتكز على محاولة الدول الكبرى الحفاظ على مصالحها في المناطق الحيوية، من خلال فرض التوازن الخارجي وتمرير المسؤولية للاعبين الاستراتيجيين في المنطقة. وعليه، ستحاول هذه الدراسة الإجابة على الإشكالية المركزية حول مدى قدرة استراتيجية التوازن خارج المجال من تشكيل التوازن الإقليمي، ومحاولة مقاربة هذه الاستراتيجية ضمن كلا من المنظور العقلاني والتأملي. وتوصلت الدراسة إلى أن استراتيجية التوازن خارج المجال محكومة بمنطق عقلاني نابع أساسا من الإدراك العقلاني للاعبين الاستراتيجيين، ولكن أيضا ضرورة مراعات منطلقات المنظور التأملي، المفسر للعلاقات الدولية المعاصرة.
|b This study deals with the part of Offshore balancing, as a new strategy in international relations, this strategy focuses on major countries trying to preserve their interests in vital regions by imposing external balance and passing responsibility to strategic players in the region. Accordingly, this study will attempt to answer the central problem about the extent to which the offshore balancing strategy can reshape the regional budget, and will attempt to approach this strategy within both a rational and contemplative perspective. The study concluded that the offshore balancing strategy is governing by a rational logic that stems mainly from the rational perception of the strategic players, but also the necessity of taking into account the principles of the contemplative perspective that explains contemporary international relations.
