المستخلص: يهدف البحث التعرف على واقع المكتبات المدرسية في بغداد من حيث توفير المكان المناسب والتخصص ومؤهلات الملاك الوظيفي في المكتبات عينة البحث ومدى التزام المكتبات عينة البحث بالتشريعات العامة من حيث المجموعات والمبنى والأثاث، اعتمد البحث المنهج المسحي من خلال مسح الدراسات النظرية والعملية في مجال التدريس والتعليم فضلا عن الزيارات الميدانية للمكتبات عينة البحث.. حيث توصل البحث إلى مجموعة النتائج كان أهمها:- 1- المكتبة المدرسية تدار من قبل شخص واحد هو المسؤول عن إدارتها وتنظيمها والقيام بكافة إجراءاتها الفنية من فهرسة وتصنيف وإعارة وهذا بحد ذاته لا ينسجم مع معايير العمل وإدارة المكتبات. 2- أغلب مسؤولي المكتبات المدرسية هم من غير اختصاص المكتبات وغالبا ما يكلف مدرسي التربية الرياضية أو التربية الفنية في الإشراف ومسؤولية المكتبة. 3- بعض المدارس لوحظ اختيار أحد صفوف المدرسة وغالبا ما تكون تلك الصفوف غير ملائمة كقاعة دراسية مما يجعل مدير المدرسة مما يجعل مدير المدرس من هذه القاعة مكتبة مدرسية. في ضوء النتائج التي توصل إليها البحث تم وضع التوصيات الآتية:- 1- ضرورة تشكيل لجان إشراف ومتابعة رئيسية وفرعية في وزارة التربية ومديرياتها حالها كحال لجان الإشراف الفني والرياضي والتربوي تأخذ على عاتقها مهمة إصلاح وتطوير المكتبات المدرسية وفق المعايير الدولية من وضع استراتيجية وطنية في هذا الخصوص. 2- إعداد دليل مرجعي للمعايير الدولية التي ينبغي توافرها في المكتبات المدرسية العراقية وتوزيعه ونشره على جميع مدارس العراق. 3- أهمية تعيين أمين مكتبة متخصص في مجال المكتبات والقادر على الارتقاء بالوجبات المهنية للمكتبة إلى المستوى العالي من الخدمات.

The research aims to identify the reality of school libraries in Baghdad in terms of providing the appropriate place, specialization and qualifications of the staff in the libraries of the research sample and the extent of the commitment of the research sample libraries to international standards in terms of collections, buildings and furniture. The research adopted the survey method through a survey of theoretical and practical studies in the field of teaching and education. In addition to the field visits to the libraries of the research sample.. Where the research reached a set of results, the most important of which were: - 1- The school library is managed by one person who is responsible for its management, organization and carrying out all its technical procedures such as indexing, classification and lending, and this in itself is not in line with work standards and library management. 2- Most school librarians are outside the librarian’s specialty, and teachers of physical education or art education are often assigned to supervise and responsibilities of the library. 3- In some schools, it was noticed that one of the school’s classes was chosen, and these classes are often not suitable as a classroom, which makes the school director, which makes the teacher director of this hall a school library. In light of the findings of the research, the following recommendations were made: 1- The necessity of forming main and subsidiary supervision and follow-up committees in the Ministry of Education and its directorates, as is the case with the technical, sports and educational supervision committees, which take upon themselves the task of reforming and developing school libraries in accordance with international standards by setting a national strategy in this regard. 2- Preparing a reference guide for international standards that should be available in Iraqi school libraries, distributing it and publishing it to all schools in Iraq. 3- The necessity of appointing librarians who are specialized in the field and who are able to upgrade the library service to its advanced levels.
