المستخلص: The study deals with the reality of the joint Euro-Maghreb efforts in combating illegal immigration after the 2019 Corona pandemic and its role in achieving security and development in Africa. This phenomenon had negative effects, whether on transit or receiving countries, and even source countries. Transit centers for illegal immigrants from Africa to southern Europe. This reality imposed the need for coordination between European countries with Maghreb countries, by finding ways and mechanisms to return immigrants to their countries or to the countries from which they emigrated. The joint thinking of the north-south also contributed to finding a strategy that contributes to Reducing the phenomenon and discussing solutions to reduce it. Perhaps the most important of these initiatives is the Five + Five Agreement (5 + 5), the Barcelona Agreement of 1995, the European Neighborhood Policy, the Euro Mediterranean Parliamentary Forum, the Union for the Mediterranean.
