|b Participatory budgeting, as exemplified by the Porto Alegre model, has emerged as a pioneering approach to democratize decision-making processes at the local level. Originating in Brazil in the late 1980s, this model involves citizens directly in allocating portions of the municipal budget, thereby fostering transparency, accountability, and social inclusion. This paper explores the Porto Alegre model of participatory budgeting and its role in local development. It examines how this approach empowers communities, enhances civic engagement, and promotes equitable distribution of resources. Additionally, it investigates the impact of participatory budgeting on fostering social capital, strengthening democratic institutions, and spurring sustainable development initiatives. Through a comprehensive review of literature and case studies, this paper provides insights into the mechanisms, challenges, and outcomes associated with the Porto Alegre model of participatory budgeting, ultimately highlighting its significance as a tool for advancing local development agendas worldwide.
