|a هدف هذا البحث إلى وضع نموذج مقترح لكيفية تطوير تمويل نظام التعليم الثانوي العام في دولة الكويت، وذلك بالاسترشاد بتجربة كل من ماليزيا وفنلندا، حيث عقد مقارنة بين نظام تمويل التعليم الثانوي في كل من ماليزيا وفنلندا والكويت وصولا إلى صياغة تصور مقترح لكيفية تمويل نظام التعليم الثانوي العام في دولة الكويت، واستخدم الباحث في دراسته المنهج المقارن الذي ساعده في دراسة نظام التعليم الثانوي في كل من الكويت وماليزيا وفنلندا من منظور مقارن، لوضع تصور لتطوير تمويل نظام التعليم الثانوي العام الكويتي، ويوصي الباحث بضرورة التوسع في اللامركزية والمشاركة المجتمعية من خلال تفويض السلطة لمن هو أكفأ أو على نفس درجة الكفاءة على الأقل، ومراعاة درجة نمو المجتمع المحلي سياسيا واقتصاديا واجتماعيا وثقافيا، والشراكة الفعالة بين المدارس والمجتمعات لتحسين مخرجات التعليم.
|b The aim of this research is to develop a proposed model for how to develop the financing of the general secondary education system in the State of Kuwait, by being guided by the experience of Malaysia and Finland, where a comparison was made between the financing system of secondary education in each of Malaysia, Finland and Kuwait, leading to the formulation of a proposed vision for how to finance the secondary education system. The general education system in the State of Kuwait, and the researcher used in his study the comparative approach that helped him study the secondary education system in Kuwait, Malaysia and Finland from a comparative perspective, to develop a vision for the development of financing the Kuwaiti general secondary education system, and the researcher recommends the necessity of expanding decentralization and community participation through the delegation of authority For those who are more competent or at least at the same level of competence, taking into account the degree of development of the local community politically, economically, socially and culturally, and the effective partnership between schools and communities to improve educational outcomes.
