المستخلص: After the end of the political governing for the dynasty of Lagash, which was established by Ur- Nanshe about 2520 BC. specifically in the 24th century BC. Ur-kagina, a religious leader, took power in the state of Lagash. He was the last dynasty of Lagash first. His reign last for about 8 years (2365 – 2357 BC). He depended on the priests' of the temples of Lagash to reach power. The strong opposition among the people of Lagash in general and the priests' of temples in particular were capable to bring into power Ur-kagina, who spread justice and eliminated injustice and stopped the exploitation of tax collectors, employees and influential people Also, he eliminated the injustice and exploitation on the poor people from rich ones. Ur-kagina made radical changes like returning on third of the lands and properties of the temple. He also restores the power of the temple and dignity even to the ruling family. Also, he canceled a lot of taxes and decreased others; he prevented employees and tax collectors to exploit people.
