الثقافة مصطلح عام يتم تداوله في العلوم الاجتماعية، وهو يشير إلى كل ما يتعلق بالجانب المادي والمعنوي لحياة الإنسان، فيما يمثل الأمن أحد أبرز الحاجات الإنسانية، ويعمل القانون كإطار مرجعي لتنظيم مؤسسات الدولة، ويتعين على الأفراد الانصياع لأحكامه، أما التمثلات الاجتماعية فهي الأفكار والآراء والاتجاهات والصور الذهنية التي يكونها الناس حول موضوع ما. وتعد هذه الدراسة محاولة من الباحث لتقصي الثقافة الأمنية وتمثلاتها في المخيال الشعبي الليبي، وانعكاساتها على الحياة الاجتماعية. تكمن أهمية هذه الدراسة في محاولة معرفة مدى ترسخ ثقافة الأمن عند الناس، وقدرتهم على العيش الأمن في ظل الظروف التي يمر بها المجتمع، وما هي رؤاهم حول ذلك؟ تتمثل أهداف الدراسة في البحث عن تمثلات الأمن في حياة الناس، ومدى نجاعة الخطط الأمنية في فرض الأمن، ومستوى رضاهم عن ذلك، ومدى تحقيقه لتطلعاتهم في حياة آمنة. اعتمدت الدراسة على المنهج الوصفي وتتبع بعض الآراء للناس من خلال المعايشة اليومية حول الإجراءات التي اتخذتها الأجهزة الأمنية، ومدى رضاهم على ذلك. ومن هنا فالبحث عبارة عن دراسة للثقافة وعلاقتها بالأمن، للخروج بتصور نظري يوضح المحددات القانونية الأمنية، وعلاقتها بالتمثلات الاجتماعية، والربط التام بين الأمن كمهمة أصيلة للدولة، وثقافة الناس تجاهه.
Culture is a general term circulated in the social sciences, and it refers to everything related to the material and moral aspects of human life, While security represents one of the most prominent human needs, the law acts as a frame of reference for organizing state institutions, and individuals must obey its provisions, and social representations are ideas, opinions, and trends The mental images people make about a topic. This study is an attempt by the researcher to investigate the security culture and its representations in the Libyan popular imagination, and its repercussions on social life. The importance of this study lies in trying to find out the extent to which the culture of security is entrenched among people, their ability to live safely in light of the conditions that society is going through, and what their visions are about that? The objectives of the study are to search for representations of security in people's lives, the extent to which security plans are effective in imposing security, their level of satisfaction with that, and the extent to which it achieves their aspirations for a safe life. The study takes a descriptive approach, following people as they go about their daily lives and observing their perceptions of security measures as well as their level of satisfaction with them. As a result, the research is a study of culture and its relationship to security in order to develop a theoretical concept that clarifies the legal determinants of security, their relationship to social representations, and the complete link between security as an original mission of the state and people's culture towards it.
