المستخلص: هدف البحث تعرف واقع الثقة التنظيمية لدى المجتمع التربوي في إدارة التعليم على المستوى المركزي في مصر، ووضع آليات مقترحة لتعزيزها، وذلك من خلال توضيح الأسس الفكرية للثقة التنظيمية في الإدارة العليا للتعليم، وتحليل جهود إدارة التعليم في تعزيز أبعاد الثقة التنظيمية في مصر نظريا، والوقوف على واقع الثقة التنظيمية في إدارة التعليم من وجهة نظر أعضاء المجتمع التربوي، ووفقا لهذا تم تقديم مجموعة من الآليات المقترحة لتعزيز الثقة التنظيمية لدى المجتمع التربوي في إدارة التعليم، وقد اتبع البحث المنهج الوصفي، مستخدما أداة الاستبانة التي وجهت إلى عينة بلغت (۱۷۲) مستجيبا من المعلمين وأولياء الأمور والخبراء التربويين في عدة محافظات، وقد أسفرت نتائج البحث عن ضعف الثقة التنظيمية لدى المجتمع التربوي في إدارة التعليم بمصر، ووجود قصور في جهود دعمها، وأن المعلمين لديهم مستوى من الثقة التنظيمية في إدارة التعليم أعلى مقارنة بأولياء الأمور والخبراء، واقترح البحث تبني الهيكل التنظيمي المرن والمناسب لتعزيز قدرة إدارة التعليم ومختلف إداراتها ومؤسساتها على التعامل مع المتغيرات، وضرورة فتح قنوات الاتصال بين المجتمع التربوي والمسئولين عن التعليم، والعمل على تهيئة بيئة عمل تتسم بالثقة والعدالة والتعاون.

The research aimed to identify the status quo of organizational trust among the educational community in education management at the central level in Egypt, and to develop proposed techniques to enhance it. The research has addressed the intellectual foundations of organizational trust in education management at the central level, and analyzed the efforts of the education administration in strengthening the dimensions of organizational trust in Egypt theoretically. The research explored the status quo of organizational trust in education management at the central level from the point of view of the educational community members. Accordingly, a set of techniques were presented to enhance efforts to build organizational trust among the educational community in education management at the central level. The research has followed the descriptive method, using a questionnaire that was applied on a sample of (172) respondents from teachers, parents, and educational experts in several governorates in Egypt. The results of the research revealed a weak organizational trust among the educational community in education management at the central level in Egypt, and deficiencies in efforts to support it, and that teachers have a higher level of organizational trust in education management compared to parents and experts. The research presented some suggestions, including: adoption of a flexible and appropriate organizational structure to enhance the ability of education management at the central level and its various departments and institutions to deal with changes, opening channels of communication between the educational community and those responsible for education, and providing a work environment characterized by trust, justice and cooperation.
