المستخلص: هدفت الدراسة إلى توضيح العلاقة بين درجة تطبيق الإدارة الإلكترونية ومبادئ التسيير العمومي الحديث من خلال القيام بدراسة حالة مستشفى العقيد أحمد بوقرة بحاسي بحبح الجلفة، حيث تم استخدام مؤشرات قياس تطبيق الإدارة الإلكترونية وتحويلها إلى بدائل تساهم في زيادة وتعزيز مبادئ التسيير العمومي الحديث، وذلك بقياس المتغيرات التي تشكل مبادئ التسيير العمومي الحديث، للتوصل إلى البديل الأكثر فعالية في تحقيق المعايير، تم اختيار أسلوب التحليل الهرمي كطريقة فعالة لتحديد أولويات البدائل بناء على المعايير. اعتمدت الدراسة على المنهج الوصفي. الذي يتطلب التحليل لتحقيق أهدافها، وقد أسفرت عن مجموعة من النتائج الهامة. إن اعتماد الإدارة المختلطة بين التطبيق الإلكتروني والتقليدي تزيد من تكريس مبادئ التسيير العمومي الحديث بالمستشفى وذلك بشكل أولى من التطبيق الكلي للإدارة الإلكترونية بينما يرى الموظفون أن التطبيق التقليدي للإدارة يمنع تطبيق مبادئ التسيير العمومي الحديث.

The research sought to elucidate the connection between the extent of electronic administration implementation and the principles of contemporary public management, by conducting a case study at the Colonel Ahmed Bouguerra Hospital in Hassi Bahbah Djelfa, where indices were used to measure the degrees of application of electronic administration and convert them into alternatives that contribute to increasing and strengthening the principles of modern public management, by measuring the variables that constitute the principles of modern public management to find out the alternative that most effectively contributes to meeting the standards collectively. To achieve this aim, The hierarchical analysis method was selected as an effective approach for prioritizing alternatives based on criteria collectively. To achieve the objectives of the study, the latter has relied on the descriptive approach that requires the analysis. Consequently, the study has yielded several key findings, among which the most significant is that the implementation of a mixed approach combining electronic and traditional administration enhances the advancement of modern principles of public management within the hospital setting. Primarily, this enhancement stems from the comprehensive adoption of electronic management practices. Conversely, employees perceive that adhering solely to traditional administrative methods hinders the application of modern principles. public management.
