|a عهد أعضاء الأمم المتحدة إلى مجلس الأمن بالتبعات الرئيسية في مجال حفظ السلم والأمن الدوليين، ووافقوا على أن يعمل المجلس نائبا عنهم في قيامه بواجباته التي تفرضها تلك التبعات، وهو ما تنص عليه صراحة أحكام المادة 24 فقرة 1 من ميثاق منظمة الأمم المتحدة حيث حاول واضعوا الميثاق إيجاد نوع من التوازن بين التصور المثالي والقانوني الرامي إلى تأكيد الطابع الديمقراطي لمنظمة الأمم المتحدة، إعمالا لمبدأ المساواة بين الدول الأعضاء، وبين التصور الواقعي من خلال إعطاء فعالية أكبر للمنظمة الدولية، وذلك من خلال منح الدول الكبرى مزايا خاصة في عملية صنع القرارات من خلال عضوية دائمة في مجلس الأمن، إلى جانب تمتعها بحق النقض.
|b The members of the United Nations entrusted the Security Council with the main responsibilities in the field of maintaining international peace and security. They also agreed that this Council acts on their behalf in carrying out its duties imposed by those consequences, which is explicitly stated in the provisions of Article 24, paragraph 1 of the Charter. The drafters of the Charter have actually attempted to find a kind of balance between the ideal and legal perception aimed at affirming the democratic character of the United Nations Organization. This is done through the implementation of the principle of equality between member states on the one hand, and the realistic perception by giving greater effectiveness to the international organization, granting major countries special advantages in decision-making within the United Nations, and granting them permanent membership in the Security Council in addition to their enjoyment of the right of veto.
