|a يوافق التحول الرقمي بين المخاطر والفرص المتعلقة بتنمية رأس المال البشري، بينما تنشأ أوجه عدم التماثل في مجال الاقتصاد والاستدامة الاجتماعية. هناك حاجة إلى التحسين المستمر، خاصة فيما يتعلق بتطوير الكفاءات الجديدة. الغرض من هذه الدراسة هو تحديد خصوصيات تنمية رأس المال البشري في الاقتصاد الرقمي، بما في ذلك اتجاهاته وقيوده. ويستند التحليل إلى المنشورات العلمية وآراء الخبراء مع الأخذ في الاعتبار البيانات الإحصائية والتجريبية التي تعكس المشاكل المتعلقة بتنمية رأس المال البشري في الاقتصاد الرقمي التي بلغت ذروتها في مقارنات بين البلدان لهذا التطور. تتضمن نتائج الدراسة وصفا للتحديات التي تواجهها مجموعات مختلفة من السكان وتنظيم العوامل التي تحفز التوظيف أو تقيده. ثم تصنف الدراسة دول العالم بصفة عامة والدول العربية بصفة خاصة من حيث تنمية رأس المال البشري في الاقتصاد الرقمي، بالإضافة إلى فهم واقع الاقتصاد الرقمي في الجزائر.
|b Digital transformation aligns risks and opportunities related to human capital development, while asymmetries arise in the area of economics and social sustainability. There is a need for continuous improvement, especially regarding the development of new competencies. The purpose of this study is to identify the specifics of human capital development in the digital economy, including its trends and limitations. The analysis is based on scientific publications and expert opinions taking into account statistical and empirical data that reflect problems related to human capital development in the digital economy culminating in cross-country comparisons of this development. The study findings include a description of the challenges faced by different population groups and an organization of factors that stimulate or constrain employment. The study then classifies the countries of the world in general and the Arab countries in particular in terms of human capital development in the digital economy, in addition to understanding the reality of the digital economy in Algeria.
