The Role of Selection and Appointment Laws for Human Resources in Libraries of Scientific Research Centres In Promoting Public Employment: A Study between Text and Reality

المستخلص: This study aimed to identify the extent to which the libraries of Algerian scientific research centres ensured the application of the legal texts related to selection and appointment contained in the Public Service Law and to reveal their practical reality. To achieve this goal, the researchers designed a questionnaire consisting of (9) items to collect field data and refer to some legislative laws. The sample size reached 48 individuals. The results of the descriptive analysis indicated that the libraries of scientific research centres are interested in activating the selection and appointment strategy, which is at a rate of 56.3%. The content analysis results explained that the Algerian legislator adopted objective conditions and controls related, for his part, to organizing to join public jobs, including the requirement of gender, nationality, enjoyment of civil rights, and physical and health fitness. Accordingly, the researchers presented several proposals, the most important of which is reconsidering and renewing the legislative system related to the selection and appointment strategy and issuing applied texts to enhance the value of this strategy.
