|a العالم اليوم بحاجة ماسة إلى أشكال وأنماط مختلفة من التعاون الدولي لتحقيق المصالح المشتركة، وهذا بالرغم من الاعتقاد السائد لدى الكثير من الدارسين بأن الصراع -لا تعاون- هو السمة البارزة في حقل العلاقات الدولية أكثر مما هو سمة العلاقات داخل الدول نفسها، لكن حقيقة الأمر هو أن التعاون والصراع يشكلان طرفي الميزان في العلاقات الدولية وبناء عليه فإن الجدل الدائر اليوم يتمحور حول كيفية تحقيق التعاون الدولي وما هي شروطه وآلياته وصعوباته والعوامل المؤثرة فيه، وما هي أفاقه المستقبلية.
|b The world today is in dire need of different forms and patterns of international cooperation to achieve common interests. This is despite the widespread belief among many scholars that conflict- not cooperation- is the prominent feature in the field of international relations rather than relations within states themselves, but the truth of the matter is that cooperation and conflict form both sides of the scale in international relations. Accordingly, the ongoing debate today is centered on how to achieve international cooperation, what are its conditions, mechanisms, difficulties, factors affecting it, and what are its future prospects.
