المستخلص: هدفت الدراسة إلى تسليط الضوء على أهمية رأس المال الفكري في التحول إلى الاقتصاد الرقمي في الدول النامية وخاصة العربية منها. التي عليها الفهم العميق لدور مواردها اللامادية، البنى التحتية وتكنولوجيا المعلومات والاتصالات والإنترنت في عصر انتشرت فيه المعلومة وأصبحت سهلة المنال. حيث قدمت الدراسة دولة الجزائر كنموذج في التحول للاقتصاد الجديد، معتمدين فيها على المنهج الوصفي التحليلي لتوضيح أهمية رأس المال الفكري في التحول للاقتصاد الرقمي. وتوصلنا إلى أنه يجب السعي الحثيث لتوفير وتنمية المتطلبات الأساسية اللازمة لاقتصاد يقوم على المعرفة وتكنولوجيا المعلومات وخاصة شبكة الإنترنت من خلال وضع استراتيجيات وسياسات مع توفر عزيمة قوية للدولة، الحكومة، المؤسسات، المجتمع والأفراد.

The study aimed to highlight the importance of intellectual capital in the transition to the digital economy in emerging countries, especially the Arab ones. Which should have a deep understanding of the role of its physical resources, infrastructure, ICT and the internet in an era when information has spread and become accessible. The study presented the Algeria as a model in the transformation of the new economy, relying on the descriptive analytical approach to clarify the importance of intellectual capital in the transformation of the digital economy. We concluded that we must strive to provide and develop the basic requirements necessary for an economy based on knowledge and information technology, especially the internet, through the development of strategies and policies with the strong determination of the state, government, institutions, society and individuals.

L'étude visait à souligner l'importance du capital intellectuel dans la transition vers l'économie numérique dans les pays émergents, notamment arabes. Qui doit comprendre en profondeur le rôle de ses ressources immatérielles, de ses infrastructures, des technologies de l’information et des communications et d’Internet à une époque où l’information s’est répandue et est devenue facilement accessible. L'étude a présenté l'état de l'Algérie comme un modèle de transition vers la nouvelle économie, en s'appuyant sur l'approche descriptive et analytique pour clarifier l'importance du capital intellectuel dans la transition vers l'économie numérique. Nous avons conclu que nous devons nous efforcer avec diligence de fournir et de développer les conditions de base nécessaires à une économie basée sur la connaissance et les technologies de l'information, en particulier Internet, en élaborant des stratégies et des politiques résolument résolues en faveur de l'État, du gouvernement, des institutions, de la société et des individus.
