|a جاءت هذه الورقة البحثية للتعرف على أهمية الرقمنة في ترشيد وعقلنة السلوك التنظيمي في المؤسسة العمومية الجزائرية، وذلك من خلال المرور عبر مجموعة محطات أولها إبراز اللبنات الأولى للعقلانية والرشد في الإرث النظري التنظيمي، بالإضافة إلى التعرف على مفهوم الرقمنة وأهميتها، وكذلك الولوج إلى واقع المؤسسة العمومية والتطرق إلى بعض مظاهر السلوك التنظيمي السلبي السائد فيها وظروف انتقالها من الإدارة التقليدية إلى الإدارة الرقمية خاصة اليوم في ظل التطور التكنولوجي المتسارع في المجتمع العالمي، كما ركزت الدراسة على بعض المؤشرات الواقعية التي حققتها الرقمنة في المجتمع الجزائري ودور هذه الأخيرة في ضبط وعقلنة السلوك التنظيمي بما يتماشى مع تحقيق الفعالية والأهداف التنظيمية، كما تم التطرق إلى أهمية الثقافة الرقمية في المجتمع وصولا إلى تقديم مجموعة اقتراحات في خاتمة الدراسة.
|b Investigating the digitization impact upon improving and rationalizing organizational behaviors in public institutions in Algeria, is the primary aim of this research paper. It ends with like outlining the foundational principles of rationality and governance derived from organizational theory-by introducing organization of digitization which is the most important in modern management practices. Moreover, it addresses the new public institution landscape with reference to the negative behaviors that complicate effective performances and the transition challenges from the traditional way of managing things to those in the mist of rapid technological change across the globe. The study also presents various tangible indicators of progress achieved through digitization in Algeria, including, but not limited to, maintaining organizational behavior and developing efficiency. Finally, the importance of fostering a digital culture within society is what this study emphasizes before concluding with numerous recommendations toward improving organizational effectiveness further through digital transformation.
