الحريات العامة من الموضوعات القديمة في العالم أجمع، والتي تعني مجموعة حقوق ثابتة للإنسان منذ ولادته تعترف بكرامته على اختلاف اللون والمذهب والجنس، عرفها التاريخ منذ العهود الأولى لوجود الإنسان، كما أن الحريات العامة في الشريعة الإسلامية تتميز بأنها ربانية المصدر والغاية، وشاملة ودائمة وصالحة لكل زمان ومكان لاعتمادها على القرآن الكريم والسنة النبوية الصحيحة؛ فحقوق الإنسان ومفاهيم الحريات العامة التي تحرص أن تسود؛ هي تلك الحريات والحقوق التي تحترم المبادئ والقواعد القائمة على اختلاف الأديان وإقرار العبودية لله (سبحانه وتعالى) واحترام الخصوصية الطبيعية لكل مجتمع، وعلى قيم العدل والمساواة وحفظ السلم والأمن الدولي ولا تسمح بالتجاوز على ذلك، ومن أي دولة كان هذا التجاوز أو الخرق، ولا تسمح كذلك بحالة كحالة انتهاك حقوق وحريات الأقليات المسلمة في العالم. ومن هنا تدعونا للمساهمة بشكل متواضع في الكشف عن إشكالية تطبيق وتدويل الحريات العامة في ظل النظام العالمي الجديد، وتلبية الحاجة لمعرفة أحكام وقواعد الشريعة الإسلامية في تقرير واحترام وكفالة حريات وحقوق البشر وإدراكها والعمل بموجبه والدفاع عنه أمام المحاولات المحمومة لفرض المفهوم الفعلي والوضعي القائم على القوة والمصالح الضيقة وغير المتكافئة، خصوصا في هذه الظروف التي يسعى خلالها أبناء شعوب الأمة الإسلامية وغيرها من بلاد العربية وبكل جهادية أخذ زمام أمورهم بأنفسهم في ضوء الضوابط الشرعية المستمدة من القرآن الكريم والسنة النبوية المطهرة التي تحمل المفهوم الأسمى والحقيقي للحريات العامة وحقوق الإنسان.

History has known them since the early ages of human existence, just as public freedoms in Islamic law are characterized by being divine in source and purpose, comprehensive, permanent, and valid for all times. And a place for its reliance on the Holy Qur’an and the correct Sunnah of the Prophet, so human rights and the concepts of general freedoms that we are keen to prevail are those freedoms and rights that respect the principles and rules based on different religions and the approval of servitude to God (swt) and respect for the natural privacy of every society, and the values of justice and equality and the preservation of peace and security And it does not allow transgression on that, and from any country this transgression or breach was, and it also does not allow a case such as a case of violating the rights and freedoms of Muslim minorities in the world Hence it invites us to contribute modestly to revealing the problem of applying and internationalizing public freedoms under the new world order, and meeting The need to know the provisions and rules of Islamic Sharia in determining, respecting and guaranteeing human freedoms and rights, realizing them, acting in accordance with them, and defending them in the face of frantic attempts to impose the actual and positivist concept based on power and narrow and unequal interests, especially in these circumstances during which the sons of the peoples of the Islamic nation and other Arab countries strive with all jihadism Taking the reins of their own affairs in the light of the legal controls derived from the Holy Qur’an and the purified Sunnah of the Prophet, which carries the supreme and true concept of public freedoms and human rights.
