المستخلص: Public freedoms and the protection of human rights are one of the thorny issues that have not yet been resolved despite the many national, regional and international scientific forums and symposiums that have been organized on these subjects. These forums and symposiums did not reach any agreement on many related concepts. In particular, those relating to the internationalization and application of public freedoms and concepts of human rights under international legal provisions binding the parties to the international community.

Le sujet des libertés publiques et la protection des droits de l'homme des sujets épineux qui ne sont pas encore où décisif, malgré les nombreux forums et colloques nationaux, régionaux et internationaux organisés autour de ces thèmes, qui ne parviennent pas à s'entendre sur plusieurs concepts connexes, en particulier ceux liés à l'internationalisation de l'application les libertés publiques et les concepts des droits humains dans le cadre des dispositions de droit international oblige les Parties à la communauté internationale.

يعد موضوع الحريات العامة وحماية حقوق الإنسان من الموضوعات الشائكة التي لم يتم الحسم فيها بعد، رغم العديد من الملتقيات والندوات العلمية الوطنية والإقليمية والدولية التي نظمت حول هذه الموضوعات، والتي لم تصل إلى اتفاق بشأن العديد من المفاهيم ذات الصلة، وخاصة ما تعلق منها بتدويل وتطبيق الحريات العامة ومفاهيم حقوق الإنسان بمقتضى أحكام قانونية دولية تلزم أطراف المنتظم الدولي.
