المستخلص: تواجه الكيانات الخيرية في مكة المكرمة عدة تحديات، يأتي في مقدمتها التحدي الإداري الذي يواجه الإدارات العليا (مجلس الإدارة والإدارة التنفيذية). ويزداد الوضع تعقيدا في ظل بيئة أعمال تتغير باستمرار، وتتأثر بالتطور التكنولوجي والتحول التقني المتسارع والمنافسة الشديدة على الموارد، مما يحتم على إدارة هذه الكيانات انتهاج أسلوب إداري متقدم لتستطيع التعامل بكفاءة وفعالية مع مختلف المتغيرات. وتتركز مشكلة البحث في مدى تطبيق وممارسة إدارة المشروعات في الكيانات الخيرية بمكة المكرمة وأثر ذلك التطبيق على كفاءة وفعالية الأداء في هذا القطاع الحيوي. ويهدف هذا البحث للتعرف على مدى تطبيق وممارسة إدارة المشروعات في الكيانات الخيرية بمكة المكرمة، والوقوف على إثر تطبيقها على كفاءة وفعالية أداء هذا الكيان. تختبر هذه الدراسة عدة فروض هي: أن لدى الإدارات العليا (مجلس الإدارة والإدارة التنفيذية) في الكيانات الخيرية بمكة المكرمة معرفة وإلمام بمفاهيم وأساليب إدارة المشروعات؛ أن هنالك علاقة ذات دلالة إحصائية بين معرفة الإدارة العليا بمفاهيم وأساليب إدارة المشروعات وبين تطبيقها وممارستها في الكيانات الخيرية؛ وأن هنالك علاقة ذات دلالة إحصائية بين معرفة الإدارات العليا (مجلس الإدارة والإدارة التنفيذية) في الكيانات الخيرية بمكة المكرمة بعملية التحليل البيئي وتطبيق وممارسة إدارة المشروعات. هذا إضافة إلى: افتراض أن البيئة الداخلية "الموارد والإمكانات، الثقافة التنظيمية، الهياكل التنظيمية" للكيانات الخيرية تساعد على تطبيق وممارسة إدارة المشروعات؛ أن تطبيق إدارة المشروعات يؤدي إلى كفاءة وفعالية الأداء في الكيانات الخيرية بمكة المكرمة؛ وأن تطبيق إدارة المشروعات يؤدي إلى تحقيق أهداف هذه الكيانات.

وقد استخدمت الدراسة المنهج الوصفي التحليلي، الذي يقوم بوصف الظواهر والأحداث موضوع الدراسة، وكذلك استخدم أسلوب التحليل الإحصائي، وتحديدا برنامج (SPSS) لتحليل الاستبيانات واختبار الفروض. ويشتمل البحث علي ستة فصول: تناول الفصل الأول الإطار العام للبحث واحتوى على خطة البحث والدراسات السابقة، أما الفصل الثاني فتناول مفاهيم إدارة المشروعات، بينما تناول الفصل الثالث عناصر إدارة المشروعات وتقييم الأداء، وتناول الفصل الرابع الكيانات الخيرية بمكة المكرمة، وتناول الفصل الخامس الدراسة الميدانية، وأخيرا خصص الفصل السادس لاختبار الفروض ومناقشة النتائج والتوصيات. وقد توصلت الدراسة إلى العديد من النتائج أهمها إثبات صحة جميع فرضيات البحث، وأن لدى الإدارات العليا (مجلس الإدارة والإدارة التنفيذية) في الكيانات الخيرية بمكة المكرمة معرفة بمفاهيم وأساليب إدارة المشروعات، وأن هنالك علاقة ارتباط قوية بين المتغيرات الشخصية والديمغرافية للمبحوثين والمعرفة والإلمام بمفاهيم وأساليب إدارة المشروعات. كذلك أظهرت الدراسة توسط ممارسة وتطبيق إدارة المشروعات في الكيانات الخيرية، كما تبين منها أن الغالبية العظمي من المبحوثين يدركون أهمية ومزايا وفوائد تطبيق إدارة المشروعات في هذه الكيانات، وأن نسبة90% من المبحوثين لهم قناعة أكيدة بضرورة تطبيق إدارة المشروعات فيها. بالإضافة إلى ذلك، توصلت الدراسة إلى أن تطبيق إدارة المشروعات يؤدي إلى كفاءة وفعالية الأداء في الكيانات الخيرية، وأن هذه الشركات لديها اهتمام بالتدريب عموما، إلا أن هناك ضعف وقصور في التدريب في مجال إدارة المشروعات. كما تبين من الدراسة وجود بعض المعوقات والمحددات التي تؤثر على تطبيق وممارسة إدارة المشروعات في الكيانات الخيرية بمكة المكرمة. بناء على نتائج الدراسة تم التوصل إلى عدد من التوصيات أهمها: الاهتمام بالتدريب والتركيز عليه في مجال إدارة المشروعات، خاصة في مجال التخطيط والتحليل والرقابة. كذلك توصي الدراسة الإدارات العليا (مجلس الإدارة والإدارة التنفيذية) في الكيانات الخيرية بمكة المكرمة بتطبيق إدارة المشروعات في جميع العمليات والأنشطة، وأن تستعين بذوي الخبرة والاختصاص في مجال إدارة المشروعات، لأن نتائج الدارسة أكدت فوائد ومزايا تطبيق إدارة المشروعات وأثرها على كفاءة وفعالية الأداء. وتوصي الدراسة، أيضا، بضرورة معالجة المعوقات والمحددات التي تؤثر على تطبيق إدارة المشروعات في الكيانات الخيرية بمكة المكرمة، ووضع الحلول المناسبة لها حتى يتمكن هذا الكيان من الاستفادة من مزايا تطبيق إدارة المشروعات في تحقيق أهدافه. كما توصي الدراسة الكيانات الخيرية بضرورة الاهتمام بالبحث العلمي وتشجيعه ورعايته، وتقترح إنشاء وحدات متخصصة داخل هذه الكيانات تعني بهذا الشأن، والتعاون مع الباحثين وتقديم العون لهم، وهذا سينعكس إيجابا على تطور وتقدم هذه الكيانات.

Charitable entities in Mecca face several challenges, with administrative challenges at the forefront, confronting the top management (the Board of Directors and the Executive Management). The situation becomes more complicated in an ever-changing business environment influenced by technological development, rapid technological transformation, and intense competition for resources. This necessitates advanced management practices for these entities to handle various changes efficiently and effectively. The research problem focuses on the extent of the application and practice of project management in charitable entities in Mecca and its impact on the efficiency and effectiveness of performance in this vital sector. The aim of this research is to identify the extent to which project management is applied and practiced in charitable entities in Mecca and to assess the impact of its application on the efficiency and effectiveness of this sector's performance. This study tests several hypotheses: that the top management (the Board of Directors and the Executive Management) of charitable entities in Mecca have knowledge and familiarity with project management concepts and methods; that there is a statistically significant relationship between the top management's knowledge of project management concepts and methods and their application and practice in charitable entities; and that there is a statistically significant relationship between the top management's knowledge of environmental analysis processes and the application and practice of project management. Additionally, the study assumes that the internal environment—resources and capabilities, organizational culture, and organizational structures—of charitable entities supports the application and practice of project management; that applying project management leads to efficient and effective performance in charitable entities in Mecca; and that applying project management leads to achieving the objectives of these entities.

The study used the descriptive-analytical method, describing the phenomena and events under study, and employed statistical analysis methods, specifically the SPSS program, to analyze questionnaires and test the hypotheses. The research consists of six chapters: the first chapter covers the general framework of the research, including the research plan and previous studies; the second chapter addresses project management concepts; the third chapter discusses project management elements and performance evaluation; the fourth chapter deals with charitable entities in Mecca; the fifth chapter covers the field study; and the sixth chapter is dedicated to testing hypotheses, discussing results, and providing recommendations. The study reached several conclusions, most notably the confirmation of all research hypotheses. It found that the top management (the Board of Directors and the Executive Management) of charitable entities in Mecca is knowledgeable about project management concepts and methods, and there is a strong correlation between the personal and demographic variables of the respondents and their knowledge and familiarity with project management concepts and methods. The study also revealed a moderate level of project management practice and application in charitable entities, with the majority of respondents recognizing the importance, advantages, and benefits of applying project management in these entities. Furthermore, 90% of the respondents are strongly convinced of the necessity of applying project management. Additionally, the study found that applying project management leads to efficient and effective performance in charitable entities, and these entities are generally interested in training. However, there is a weakness and deficiency in training in the field of project management. The study also identified some obstacles and limitations affecting the application and practice of project management in charitable entities in Mecca. Based on the study's results, several recommendations were made, the most important being to focus on training in project management, especially in planning, analysis, and control. The study also recommends that the top management (the Board of Directors and the Executive Management) of charitable entities in Mecca apply project management in all operations and activities and seek the assistance of experts and specialists in project management, as the study results confirmed the benefits and advantages of applying project management and its impact on performance efficiency and effectiveness. The study also recommends addressing the obstacles and limitations affecting project management application in charitable entities in Mecca and finding appropriate solutions so that these entities can benefit from the advantages of project management in achieving their objectives. Moreover, the study recommends that charitable entities pay attention to scientific research, encourage and support it, and suggests establishing specialized units within these entities concerned with this matter, cooperating with researchers, and providing assistance to them, which will positively reflect on the development and progress of these entities.
