The profound global economic and technological changes have resulted in the emergence of an era of knowledge-based economy and the continual interest in human resources, which represent the human capital responsible for achieving competitive advantages. This state of affair affects contemporary business organizations, leading to changes in the roles of the managers and professionals of human resources and competencies, and necessitating the abandonment of the concepts and methods of the traditional employees’ management in favor of a human resources management. Based on this principle, the aims and hypotheses of this study were set. After reviewing the literature about the models of the competencies of the managers and professionals of human resources management, the study relied on a conceptual framework to the study of the model of the competencies of the managers and professionals of human resources management, including seven principal roles and 28 essential competencies necessary for performing such roles. The conceptual framework and hypotheses were tested when applied to the private business firms in Jeddah Governorate, Saudi Arabia The study was concluded by some important recommendations.
