هدفت هذه الدراسة إلى تطوير أنموذج لإدارة الجودة الشاملة، وذلك من خلال الإجابة عن السؤال التالي: ما التصور المقترح لتطوير أنموذج لإدارة الجودة الشاملة في الجامعات الأردنية العامة؟ ولتحقيق أهداف الدراسة، اعتمد الباحث الأسلوب التحليلي التركيبي النظري، كسبيل للتعرف على مفهوم إدارة الجودة الشاملة عن طريق مسح وتحليل أدبيات الموضوع المتوافر من مصادر أولية وثانوية، بغية التعرف إلى نتائج البحوث والدراسات في هذا المجال، من أجل رسم إطار عام لتطوير أنموذج مقترح لتطبيق إدارة الجودة الشاملة في الجامعات الأردنية العامة، يوضح فيه كيف يمكن للإدارة الجامعية الأردنية أن تنتفع بهذا النهج الإداري الحديث، كمدخل من مداخل إصلاح الإدارة التعليمية وتطويرها. وقد تكون الأنموذج المقترح من عشرة مجالات هي: القيادة، ورسالة الجامعة، والثقافة التنظيمية، ونظام حوسبة المعلومات وتحليلها، والتخطيط الاستراتيجي، وإدارة الموارد البشرية وتنميتها التي تضم: "تخطيط الموارد البشرية، والتدريب، والحوافز، والمشاركة في اتخاذ القرارات" وإدارة العمليات، والتحسين المستمر، ورضا العملاء، والتغذية الراجعة. وفي ضوء هذه النتائج التي تمخضت عنها هذه الدراسة أوصى الباحث بقيام الجامعات الأردنية بتبني أنموذج إدارة الجودة الشاملة الذي تم تطويره، والشروع في تطبيقه من خلال إنشاء وحدات لضبط الجودة الشاملة فيها، والعمل على تنمية القيم والاتجاهات لبناء ثقافة تنظيمية راسخة لتأكيد إدارة الجودة الشاملة وعمليات تنفيذها لدى جميع الكوادر الإدارية والأكاديمية في الجامعات الأردنية.
This study attempted to develop a total quality management model for administrative development, Jordanian universities through answering the following questions. What is the proposed model for the total quality management (TQM) in the Jordanian Public univerities? For the purpose of achieving the aims of the study, the researcher applied the analytical synthetic approach, as a mean to recognize the concept of the (TQM) through conducting a survey and analysis of the available subject literature, such as primary and secondary resources, for the aim of identifying the results of the research and studies in this field. The researcher aimed through this to draw a general framework for developing a proposed model to apply the (TQM) in the Jordanian Public universities; in which the researcher illustrated how the administration of the Jordanian university may make use of the modern administrative method as an entry to the reform and development of the educational administration. The proposed model consists of ten areas. They were: leadership, message of the university, organizational culture, information computerization and analysis, strategic planing, human resources management and development (which consisted of: human resources planning, training, incentives, sharing in decision-making), operations management, continual improvement, customer satisfaction, and feedback. In the light of the above-mentioned results of the study, the Jordanian Universities are kindly recommended to adopt the idea of the total quality management model and apply it through creating total quality management units. The Jordanian Universities are also recommended to develop the values and attitudes that are necessary to build a kind of deep-rooted organizational culture to ensure the implementation of the total quality management processes by all the parties concerned at these universities.
