هدفت هذه الدراسة إلى التوصل لتحديد الأسس والمبادئ المعيارية ممكنة التطبيق في مجال وضع (اختيار) القيم التربوية، وصوغ بنود الأهداف التربوية العامة والخاصة لمرحلتي التعليم ما قبل الجامعي في سورية. ولتحقيق الهدف من الدراسة تم تصميم استبانة لتحديد الأسس والمبادئ المعيارية لاختيار القيم التربوية التي تصاغ على أساسها الأهداف التربوية، وتم عرض هذه الاستبانة على عدد من المحكمين، وبعد الإطلاع على ملاحظاتهم وآرائهم حول استبانة الأسس والمبادئ تم الأخذ بمعظم هذه الملاحظات، وبناء عليها تم إجراء عدد من التعديلات على قائمة الأسس المعيارية لاختيار القيم ووضع الأهداف. وتم التوصل بالنتيجة إلى وضع قائمة الأسس المعيارية المحكمة لاختيار القيم التربوية ولوضع بنود الأهداف التربوية، والتي يمكن اعتبارها منهجاً يساعد في تحديد الأهداف التربوية وتبويبها وتنظيمها في إطار شمولي يحررها من التكرار دون إغفال بعضها أو طغيان جانب من جوانبها على الجوانب الأخرى، وخلصت الدراسة إلى العديد من المقترحات من أهمها ضرورة توضيح دور القيم كأساس تبنى عليه الأهداف التربوية العامة والخاصة بالمراحل التعليمية كغاية يتطلع إليها المجتمع. \
This study aims to reach fixing the standard principles and basis which are possible to be applied in the field of putting (selecting) the educational values and formulating the terms of the general and private educational aims for the pre-university educational stages in Syria. For achieving the aim of this study, a questionnaire has been made to define the standard principles and basis for selecting the educational values upon which the educational aims are to be formulated, this questionnaire was offered to a number of determines, after being acquainted with the determiner's remarks and opinions about the questionnaire of principles and basis, these remarks have been considered, therefore many amendments have been made upon that to the standard principles to select the values and to put the educational aims. Finally a result has been reached for putting the list of standard principles which can determine selecting the educational values and putting the educational aims that can be considered a method that helps in determining the educational aims, to be classify thereof, to be organized in a comprehensive frame which can release it from repeating without neglecting part thereof or prevailing a side thereof on the other sides. The study concluded many suggestions, most of which important is the necessity of clarifying the role of the values as a basis on which important on which the general and private educational aims are built in the educational levels as a purpose aimed by the society. \
