يهدف هذا البحث إلى التعرف على مستوى مهارات الإدارة العليا في تطبيق التخطيط الاستراتيجي وعلاقته بتطوير خدمات المؤسسات الأهلية في قطاع غزة، واستخدم الباحث المنهج الوصفي التحليلي، وصممت الاستبانة خصيصًا لجمع البيانات، حيث اشتملت على 25 فقرة موزعة على 4 مجالات رئيسية، ووزعت (60) استبانة على العاملين بالمؤسسات الأهلية. وأظهرت نتائج البحث وجود علاقة بجابية بين كلا من: دعم الإدارة العليا للتخطيط الاستراتيجي، و وجود توجهات إستراتيجية "رؤية، ورسالة، وأهداف"، و وجود خطة استراتيجية، و تنفيذ الخطة الاستراتيجية، وبين تطوير خدمات المؤسسات الأهلية في قطاع غزة، كما كشفت النتائج أن إدارات المؤسسات الأهلية تقوم بتطوير أهداف استراتيجية واضحة و محددة، وخلص البحث إلى مجموعة من التوصيات من اهمها؛ ضرورة الاستمرار بتطبيق الادارة العليا للتخطيط الاستراتيجي لعلاقته الايجابية بتطوير خدمات المؤسسات الأهلية، والعمل على ظلل الصعوبات التي تواجه عطية التخطيط الاستراتيجي بكل مراحلها، وضرورة عقد البورات التدريبية للإدارة العليا لهذه المؤسسات في التخطيط الاستراتيجي، وإنشاء دائرة لنظم المعلومات الإدارية في المؤسسات الأهلية.
The objective of this research is to identify the level of skills in senior management in the application of strategic planning and its relationship to the development of civil institution services in Gaza Strip. The researcher used the descriptive analytical approach. The questionnaire specifically designed for data collection, which included a 25 items distributed on 4 main areas. The questionnaire was distributed to (60) employees of civil institutions. Results showed an existence of a positive relationship between both: top management support for strategic planning, and the presence of strategic directions "vision, mission and goals," and the presence of a strategic plan, and implementation of the Strategic Plan, and the development of services of NGOs in Gaza Strip, Results also showed that the departments NGOs are developing strategic goals that are clear and specific. Research found a set of recommendations including: the need to continue in applying the senior management of strategic planning in connection with the positive development of civil institutions services, and to work to overcome the difficulties faced in the different stages of strategic, and the need to hold training courses for senior management of these institutions in strategic planning, and the establishment of a management information systems in the civil institutions.
