المستخلص: هدف البحث إلى دراسة العلاقة بين التخطيط الاستراتيجي وأداء المنظمات الأهلية العاملة في قطاع غزه، مع الأخذ بعين الاعتبار مدى حاجة المنظمات إلى إحداث حالة من الريادة باعتبارها متغير وسيط ودورها في تحقيق تميز أداء المنظمات. وتم استخدام المنهج الوصفي التحليلي من خلال تطبيق أسلوب العينة العشوائية من المنظمات الاجتماعية العاملة بقطاع غزه مقدارها (250) مفردة تم استرداد (227) استبانة بمعدل استجابة بلغت (90.8%). ومن أهم النتائج التي قدمها البحث: وجود علاقة ارتباطية موجبة بين جميع ابعاد التخطيط الاستراتيجي (أهداف، صياغة، اعداد، تطبيق، رقابة وتقييم التخطيط الاستراتيجي) وأداء المنظمات الاهلية العاملة في قطاع غزة، مع تأكيد دور الريادة كوسيط ومعزز للأثر بين التخطيط الاستراتيجي وأداء المنظمات. أما أهم التوصيات هي: الاستعانة بالخبراء عند تجهيز الخطط الاستراتيجية وزيادة الانفاق المخصص للتخطيط الاستراتيجي واشراك العاملين بعملية التخطيط الاستراتيجي.

This study aimed to identify the relationship between strategic planning and the performance of NGOs working in the Gaza Strip, taking into account the need of organizations to create a state of entrepreneurship as a mediator and its role in achieving the performance excellence of organizations. In order to achieve the objectives of the study, the analytical descriptive method was used by applying the random sampling method of the social organizations operating in the Gaza Strip with a total of (250) individual, 227 responses were retrieved with a response rate of 90.8% Vice-Chairman, Executive Director and Deputy Executive Director. The study concluded with a number of results; A positive correlation between all dimensions of strategic planning (objectives, formulation, preparation, implementation, monitoring and evaluation of strategic planning) and the performance of NGOs operating in the Gaza Strip, emphasizing the role of entrepreneurship as an intermediary and enhanced impact between strategic planning and organizational performance.. The study recommended a number of recommendations: Among which are the following: hiring highly qualified experts and specialists in preparing the strategic plan, focus on increasing the spending allocated to the strategic planning process, and emphasizing the involvement of the employees in the strategic planning process.
