إن الجامعات تستقبل وتخرج في كل عام أفواجا من الشباب يمثلون الركيزة الأساسية لحركة التنمية في المجتمع. فالتعليم جوهر النشاط البشري وبه تكتسب المعرف ويتقدم المجتمع. تتنوع طرائق القياس والتقييم في التعليم العالي وتتناول كل من الأستاذ الجامعي، والتقييم للعمليات التعليمية وطرائقها والبنى الداخلية للقسم/ الكلية/ الجامعة، وتقييم المناهج الدراسية، والتقييم للطلبة ومتابعة الخريجين. ينهج البحث إجابة التساؤل: "كيف يمكننا متابعة وتقييم جودة التعليم الذي تقدمه الكلية من خلال أداء الطالب؟ وحالة الخريجون؟ فالطالب يخضع أثناء فترة دراسته إلى جملة من الاختبارات والامتحانات الشفوية والتحريرية وكتابة التقارير ومشروع التخرج. والنظرة الواقعية المعاصرة للتقييم هي قياس قدرة الطالب النسبية لاستخلاص المعلومات الحية القادرة على التأثير والتحكم في الواقع المحيط ومجابهة المعاضل وحلها العلمي بالطريقة المثلى ضمن القاعدة المعلوماتية الكبرى. الحقيقة الموضوعية المعمول بها هي: "مهما تباين وتنوع أسلوب الاختبارات والامتحانات للطلبة فانه سيستلم درجة إما أن تؤهله للنجاح والتدرج من مرحلة إلى أخرى أو إعادة المرحلة في سنة دراسية لاحقة". من خلال النظرة الواقعية فقد تضمن البحث إيجاد أسلوب قياس صحيحا وذكيا SMART ويقصد به (Specific نوعي/ محدد) و (Measurable قابل للتقييس) و(Applicable قابل للتطبيق) و(Reliable موثوق) و(Timely بالزمن المناسب). واعتمد البيانات الرسمية لنتائج الامتحانات الموثوقة من القسم العلمي في الكلية المحددة والتحليل الرياضي والإحصائي لمعالجة البيانات للوصول إلى تحديد أداء الطالب وكفاءة القسم العلمي والكلية والجامعة. وضع البحث ثلاثة معايير "النجاح"، والبقاء "التخرج القياسي"، و"التفوق". وحدد الموديل الرياضي الية التطبيق. طبق لأغراض هذا البحث النماذج المقترحة فيه لمعاير قياس أداء الطالب وأداء الخريج على جامعة الكوفة في الكليات: الهندسة (الأقسام: المدني، الميكانيك، الكهرباء، وهندسة المواد). والعلوم (الأقسام: الرياضيات، الفيزياء، الكيمياء، وعلوم الحياة)، والإدارة والاقتصاد (الأقسام: مالية صرفة، محاسبة، اقتصاد، وإدارة أعمال)، والآداب (الأقسام: لغة انكليزية، لغة عربية، فلسفة، تاريخ، وجغرافية). اعتمدت النتائج الرسمية للامتحانات والموثقة في الكليات الأربعة للسنوات الدراسية (2004-2005)(2005-2006)و(2006-2007) و (2007-2008). مثلث البيانات بجداول ومخططات بيانية. خضعت النتائج للتحليل بمستويات إدارية وقيادية مختلفة ومتدرجة من القسم/ الكلية/ الجامعة. ووضعت الاستنتاجات المفيدة في القياسات Measurements واتخاذ القرارات لبيان النشاطات Activities والتخطيط القيادي Planning للعمليات في مؤسسة التعليم العالي. ونظرا لأهميتها التطبيقية فقد أوصى البحث باعتمادها وتطبيقها على الجامعة لقياس التطور الكمي والنوعي وللدراسات اللاحقة.
The universities receive and graduate each year crowds of young people who are the essential support for the development of the society. Education is the essence of human activity and it acquired knowledge and development of the community. Varied methods of measurement and evaluation are used in higher education and applied for teaching university professor, and evaluation of educational processes, modalities and interior structures of the department / college / university, and evaluation of curricula, and evaluation of students and follow-up of graduates. The research answer the task: "How can we follow up and assess the quality of education offered by the College through student performance? And the status of the graduates? Student during the period of study is subject to a number of tests and exams, oral, written, report writing and project graduation. Realistic view of contemporary assessment is to measure the student's ability to extract the relative important information that can influence and control real subjects, confront and resolve exact problems optimize by using the best way of scientific solutions. Objective truth is established: "Whatever the style of variation and diversity of tests and examinations for students, he/she will receive either the pass degree of success and qualify for graduation from one stage to another or he/she repeat one more year in the same stage in the university". Through the perception of realism has been searching to find a way to ensure correct measurement and intelligent and is intended by the SMART (Specific / fixed), and (Measurable) and (Applicable) and (Reliable) and (Timely). The official data of the results of examinations documented in the Colleges are used in specific analysis of the mathematical and statistical processing of data access to determine the student's performance and efficiency of the Department/ College and the University. The research suggests three criteria for the performance evaluation: the "success", and "survival (the graduation standard)", and "excellence". It identifies the application model. Applied for the purposes of this research models in which the proposed standards for measuring student performance and the performance of the graduate faculty in the University of Kufa: Engineering (departments: civil, mechanical, electrical and materials engineering), Science (departments: mathematics, physics, chemistry, biology), Management and Economy (departments: pure financial, accounting, economy, business and management), Arts (departments: English, Arabic language, philosophy, history, and geography). Adopted the official results of the examinations, and documented in the four colleges during the study years :(2004-2005) and (2005-2006) and (2006-2007) and (2007-2008). Data are represented by tables and charts. Results were subjected to analysis at different levels of management and directorate graduated from department / college / university. Developed useful conclusions from the measurements and decision-making activities to demonstrate the activity operations and planning operations in an institution of higher education. Given the importance of applied research has been recommended for adoption and application of the university to measure the quantitative and qualitative development and subsequent studies.
