المستخلص: يمثل الفساد الإداري ظـاهرة مرضـية اسـتفحلت بـين الأمـم والمجتمعـات حتـى أنها اعتبـرت فـي عـداد المستحـضرات فضلا عـن أنها أسهمت فـي نـزع رداءات الحقيقـة وألبستها صـيغ التلـون والميوعـة، إلى حـد أن الممارسـين بـل المفـسدين يمكنهم سرقة المال من جيب مالكه بحجـة مـستورة ظاهرهـا التخفيـف مـن أعباء الروتينيـة وباطنهـا تخريـب النفـوس ومـن ثـم قيادتها نحو المنزلقات وحتى استباحتها في إطار ما يسمى بالتسهيلات، وهذا ما امكن تلمسه فـي العديـد مـن المجتمعـات حتى أن منظمات انهارت وشخصيات تدنست وأفراد اصبحوا ضمن اطار المفسدات، إلاّ انه من الضروري جداً أن نستنهض المقومات الصالحة ونعجل في إكمال دائرة المكافحة كون هـذه الظـاهرة أزكمـت الكثيـر مـن الأنـوف، وقـد كـان سبيلنا لدعم المكافحين أن نقترح لهم سنداً قوياً وفاعلاً يعالج النفوس المريضة ويضعها أمام جادة الحقيقة وقد تمثل ذلك بضرورة استلهام الموروث السماوي الذي يمثل المدخل لقلع الموبقات الملازمة لهذه الظاهرة فعن طريقه تمهد السبل وتستثمر الإمكانيات وتقر الحقوق ويكشف عن الواجبات وتؤشر الروتينيات فضلا عن اطلاق الصيحات بوجه الخروقات وبالذات عندما تنتهك الحرمات فالشعارات لا تغني فقيراً، ولا الكتابات تعالج عليلا ولا النداءات تغيث ملهوفا، فالحلول تكمن فـي استحـضار آليـات العمـل بالموروثـات الـسماوية، علمـاً أن فحـوى هـذه الآليـات يتمثـل فـي إقـرار مبـدأ محاسبة الكبار عما اقترفوه من أخطاء وما اكتسبوه في الظلمات وما حصلوا عليه مـن هـدايا مغلفـات فـي اطـار التـسهيلات فضلا عن تحديد الممتلكات والتشهير بالمفسدات أمام الجماعات إلى حد سيادة الأخلاقيات في اطار المدونات المعبرة عنها والمجسدة لروحها، وهذا يعني مخاطبة العقل البشري من خلال ما أجادت به الموروثات السماوية قوله تعالى (وَلَا تَزِرُ وَازِرَةٌ وِزْرَ أُخْرَى ثُمَّ إِلَى رَبِّكُمْ مَرْجِعُكُمْ فَيُنَبِّئُكُمْ بِمَا كُنْتُمْ فِيه تَخْتَلِفُونَ) (الأنعـام 164) (مَا يَلْفِظُ مِنْ قَوْلٍ إِلَّا لَدَيْه رَقِيبٌ عَتِيدٌ) (سورة ق 18)
