المستخلص: The constitutional base has a pioneer importance for the experts as it is described as a grantee for the respect, and this importance comes from the role played by the constitutional bases as they organize the state's staffs and the practicing the authority in away consist ant with the legal thought prevailed. From this comes the importance of the experts in the constitutional base, and that to guarantee the safe applying for the constitutional base from the one side, and to punish the violations practiced by the state's authorities for the constitutional bases from the other. The existence of the experts in the constitutional base leads to strengthen and heighten the legal value for the constitutional base in a way makes the rulers obey it voluntarily. From this point of view comes the importance of the topic which we shall tackle in this research. \
