المستخلص:	Humanity suffering from the scourge and the damage of war and other forms of armed conflict, and humans suffering did not stop at the borders of damages to humans, personal property .and state property and facilities vital, but spread to the heritage of human culture and civilization. It have been - actually - colonial conquests and wars of aggression, which tried to vent their violence and might on the property and archaeological and cultural heritage of the opponents, in order to obliterate its heritage and make it even easier to control and dominate and impose the culture of the invading country. In addition, is the phenomenon of corruption is considered as one of the most important threats facing the security and safety of archaeological and cultural heritage,and therefore states have focused on ways to eliminate it. \
