المستخلص: The constitution preface occupy great importance in the constitution and this importance comes from the importance of the constitution as it considers part of the constitution itself. And in spite of the connection of the preface to the constitution and its expression to goals and the principles which were written by legislators, but this did not prevent the jorispondent from differing about the legal principle of the basis, in that some legislators denied the obligatory nature of the constitution basing on that, the contents of the constitution are general basis express the doctoring and the philosophical trends of the legislator in that these general principles are not the core or part of the constitution, in time most of the legislators oppose this thinking and consider the preface part of the constitution having the same obligatory value which the constitution document enjoy. From this point comes the importance of this research
