إن فلسفة القائد في القيادة لا ينبغي ان تتوقف عن التفكير والحركة والتفاعل لان الإدارة تستلزم التعامل بصيغ ووسائل وأفكار متطورة، والحقيقة أن المشكلة التي تواجهها القيادة لم تعد مشكلة الاعتراف بها أو الإقرار بوجودها ولكنها تتمثل في تنامي معارفها وإدراكها وتداخل نوعية وخلفية الذين يرتادون مجالا من مجالات المعرفة المشتركة بين القيادة والإدارة في الجامعة، وان عدم ثبات القوانين وكثرة التشريعات وتغير الإدارات جعل من الكلية حقلا لابد ان تتوفر فيه شخصيات تتمتع بفكر يجمع بين القيادة والإدارة ويعتمد على التأهيل العلمي والخبرة الشخصية، لذا، أصبحت الحاجة واضحة إلى دراسة مفاهيم وتقييم الكفاية الادارية وأسس القيادة الادارية في بعض الكليات الانسانية والعلمية وكل ما يتعلق بها من جوانب ترتبط بالنشاط الذي يقوم به الاداري القائد. وهدف البحث على فلسفة تقييم الكفايات الادارية للقيادات الادارية لبعض الكليات الانسانية والعلمية من وجهة نظر الاساتذة. وتم استخدام المنهج الوصفي بطريقة السمح لملائمته لطبيعة البحث، وتمثل مجتمع البحث بأساتذة من بعض الكليات الانسانية والعلمية لجامعة الموصل وتم اختيار عينة البحث بالطريقة العشوائية لملائمتها لطبيعة البحث. ولمعالجة البيانات احصائيا تم استخدام الوسط الحسابي والانحراف المعياري. وتم استنتاج قلة الخبرة الادارية لدى بعض القيادات الادارية في قيادة الكليات العلمية والانسانية من وجهة نظر بعض التدرسين قيد البحث. وتم التوصية بضرورة الاخذ بنظر الاعتبار الكفايات الادارية والخبرة الميدانية عند النظر في ترشيح للقيادات الادارية. \

Was used descriptive method manner survey suitability of the nature of the search, and represent the research community professors from some colleges humanitarian and scientific Mosul University was chosen as the research sample randomly for suitability to the nature of the research. To address data statistically been using the arithmetic mean and standard deviation. Been inferred lack of management experience in some administrative leadership in leading science colleges and humanity from the point of view of some the Altdersan under discussion. been recommended the need to take into account the administrative skills and experience in the field when considering the nomination of administrative leaders. \
