المستخلص: هدفت الدراسة إلى الكشف عن السياسة النقدية في العراق من التبعية إلى الاستقلال غير الفعال. وتناولت الدراسة محورين. أشار المحور الأول إلى التثبت من الهيمنة (1990-2004) من حيث عرض النقد، الضغوط التضخمية وسعر الصرف. وتضمن المحور الثاني التحقق من جدوى الاستقلالية (2004-2011) من حيث إبراز ملامح ورؤى جديدة للسياسة النقدية منسجمة مع النزوع إلى التحول نحو اقتصاد السوق من حيث عرض النقد ومعدل الفائدة واستهداف التضخم وسعر الصرف.
واختتمت الدراسة بأن السبب الأهم وراء تحسن سعر الصرف هو تزايد احتياطات البنك المركزي الأجنبية التي وصلت إلى أكثر من 60 مليارا نهاية2011وتجاوزت ذلك بعد 2012. وتوصلت الدراسة أن الإصرار على العمل بنظام الصرف الثابت من قبل الحكومة، مع تعدد مستويات الصرف الرسمية الذي يمكن توظيفه بنظام تعدد الصرف الثابت، ثم قبول الاستيراد دون تحويل، ترتب عليه مضاربات سوقية على القطاع الأجنبي. وأظهرت الدراسة أن سيادة الهيمنة المالية للخزانة العامة العراقية على المركزي وسياسته النقدية وعدها رافعة مالية لسد عجز الموازنة انعكس بهذا النمط من التقلب السعري والاختلال التضخمي. وبالتالي انكفاء نشاط المركزي بتمويل الدين العام. كُتب هذا المستخلص من قِبل دار المنظومة 2018

The study aimed to expose monetary policy in Iraq from dependence to ineffective independence. The study included two topics. The first topic dealt with verification of hegemony (1990-2004) in terms of money supply, inflationary pressures and the exchange rate. The second topic dealt with the verification of the feasibility of independence (2004-2011) in terms of highlighting the new features and visions of monetary policy in line with the tendency to shift to a market economy in terms of money supply, interest rate and targeting inflation and exchange rate.
The study concluded that the most important reason of the improvement in the exchange rate is the increase of foreign central bank reserves, which reached more than 60 billion at the end of 2011 and exceeded that after 2012. The study reached that the insistence on working with the system of fixed exchange by the government, with multiple levels of official exchange can be employed by the system of multiple fixed exchange, and then the acceptance of the import without conversion, resulting in market speculation on the foreign sector. The study showed that the sovereignty of financial dominance of the Iraqi public treasury on the center and its monetary policy and leveraged a lever to fill the budget deficit reflected this pattern of price fluctuation and inflationary imbalance.
