تعاني التجارة العربية البينية من مجموعة من التحديات، لعل أهم هذه التحديات طبيعة الهيكل الإنتاجي، المعوقات المرتبطة بالقيود غير الجمركية، وقواعد المنشأ، وعدم توافر المعلومات اللازمة للتجارة العربية البينية، وتباين السياسات التجارية، وضعف الاستثمارات العربية المشتركة، وأخيراً المعوقات اللوجستية بصفة عامة ومشاكل النقل متعدد الوسائط بصفة خاصة. وتعد تكلفة النقل عائقاً هاماً أمام التجارة العربية البينية، نظراً لما له من آثار مباشرة وغير مباشرة، لا يمكن تحقيقها بسبب التحديات التي تواجه هذا القطاع. وبالتالي يتحدد نطاق مشكلة الدراسة وهدفها في تبيان ضعف دور النقل متعدد الوسائط في تنمية التجارة العربية البينية، وكيفية تفعيل هذا الدور في ضوء التحديات المرتبطة بالنقل متعدد الوسائط نفسه، والتحديات المرتبطة بطبيعة التجارة العربية البينية. وينصرف فرض البحث إلى ضعف دور النقل متعدد الوسائط في تنمية التجارة العربية البينية في الأجلين القصير والمتوسط، ولكن قد يحقق آثار إيجابية في الأجل الطويل. وسعياً لتحقيق هدف الدراسة واختبار فرضها فإن خطة الدراسة سوف تتضمن ثلاث مباحث: المبحث الأول: النقل متعدد الوسائط: المفهوم- المتطلبات- الوضع في الدول العربية المبحث الثاني: واقع التجارة العربية البينية ومعوقاتها. المبحث الثالث: دور النقل متعدد الوسائط في تنمية التجارة العربية البينية. \
Intra-Arab trade Suffer from a range of challenges, despite the fact that the Arab states took a number of initiatives for the Liberalization of the trade, the most important of these challenges, the nature of the productive structure , the restrictions of non-tariff barriers , rules of origin , the lack of information necessary for intra-Arab trade, contrast of trade policy , weak joint Arab investments , and finally the logistical constraints in general and the problems of multimodal transport in particular. The cost of transport a significant impediment to the intra-Arab trade, because of its direct and indirect effects, cannot be achieved due to the challenges facing the sector So the scope of the study problem and its objective is showing the weakness of the role of multi-modal transport in the development of intra-Arab trade, and how to activate this role in the light of a series of challenges, the first: the challenges associated with multi-modal transport itself, and the challenges associated with the nature of intcr-Arab trade Hypothesis of the study: the weakness of the role of multimodal transports in the development of intra-Arab trade, in the short term and medium term, but may achieve a positive impact in the long term. In order to achieve the objective of the study and test its hypothesis, the study plan will include three sections as following: Scction I: multimodal transport: Conccpt - Requirements - the situation in the Arab countries. Section II: the reality of intra-Arab trade and constraints. Section III: the role of multi modal transport in the development of intra-Arab trade. \
