Third is that the three regions in Iraq are different, among other things, in cultural and social development. As a result it is expected that differences in the ratings of the respondents belonging to the three regions will occur. And at the same time speakers from the different regions will be rated differently.

A sample of forty students from the (college of Education / English Department ) is chosen to be subjected to the instrument of this study .A questionnaire is conducted to find students attitudes towards English teaching . Its validity and reliability have been ensured .The questionnaire in its final form has been applied on the selected sample of the EFL fourth year college students. After analyzing data statistically , It has been found that : 1-there is significant change and effect in teaching and learning English as a foreign language in Iraq after2003. 2- the American culture and the American accent are preferred as compared with the British. 3- there are differences among the three regions in Iraq(north , middle ,and south), in culture and social development, The north of Iraq is more advanced in learning English and presents more programmes for developing teaching and learning of English language . 4-the two sexes (males and females) have different rates in their responses concerning different learning language areas . So all the hypotheses of this study have been accepted. It is recommended that sociolinguistic should be taught to students in the Department of English .More focus on the social factors that affect the students speech.
