هدف البحث إلى الكشف عن آليات تطوير الخدمات البلدية المخصصة لذوي الاحتياجات الخاصة في المنشآت العامة في دول مجلس التعاون لتحقيق الدمج المجتمعي. واعتمد البحث على المنهج الوصفي التحليلي. وقسم البحث إلى فصلين. الأول بعنوان ذوي الاحتياجات الخاصة وسبل تحقيق دمجهم المجتمعي من خلال تطوير الخدمات البلدية. وتضمن الإعاقة تعريفها وأنواعها وأسبابها ومشكلاتها. ودمج الأشخاص ذوي الاحتياجات الخاصة الإعاقة في المجتمع. تطوير الخدمات البلدية في المنشآت العامة لتحقيق الدمج المجتمعي لذوي الاحتياجات الخاصة. أما الفصل الثاني بعنوان الخدمات البلدية لذوي الاحتياجات الخاصة في المنشآت العامة في دول مجلس التعاون الآليات وسبل التطوير. وتضمن عدد من الدول العربية مثل الإمارات والبحرين والسعودية. وقراءة مقارنة لآليات دول مجلس التعاون لتطوير الخدمات البلدية المخصصة لذوي الاحتياجات الخاصة في المنشآت العامة في دول مجلس التعاون دعما لسياسات الدمج المجتمعي. ومن أهم النتائج التي توصل إليها البحث إن مختلف المعايير والاعتبارات المتعلقة بالاختلاف حول تعريف الإعاقة ترتبط بوجود نقص في القدرات لدى الشخص المعوق ناجمة عن عدد من العوامل. وأن الآليات الكفيلة بتطوير الخدمات البلدية المخصصة لذوي الاحتياجات الخاصة في المنشآت العامة بدولة الإمارات تمثل منهجية استراتيجية بما تضمنته ضمن القانون المعني بذلك. بينما الأليات المعتمدة بالسعودية لا يمكن أن تحقق تلبية احتياجات التطوير. وقدم البحث عدة توصيات منها ضرورة الاهتمام بدمج ذوي الاحتياجات الخاصة في المجتمع من خلال تطوير الخدمات البلدية المقدمة لهم في المنشآت العامة ضمن محاور الاستراتيجية العامة للدولة. وتطويع أحدث الوسائل التكنولوجية لضمان تطوير الخدمات البلدية المخصصة للمعاقين في المنشآت العامة.كُتب هذا المستخلص من قِبل دار المنظومة 2018



The aim of the research is to uncover the mechanisms of developing the municipal services for people with special needs in the public establishments in the GCC countries to achieve the social integration. The research was based on an analytical descriptive approach. It is divided the research into two chapters. The first is entitled "People with special needs and means of achieving their social integration through the development of municipal services". It included the disability, its definition, types, causes and problems, and the integration of people with disabilities into the community, the development of municipal services in the public establishments to achieve the social integration for people with special needs. The second chapter is entitled "Municipal Services for People with Special Needs in Public Establishments of the GCC countries, mechanisms and means of development. It included a number of Arab countries such as the UAE, Bahrain and Saudi Arabia, and a comparative reading of GCC mechanisms for the development of the municipal services for people with special needs in the public establishments in the GCC countries in support of the policies of the community integration. One of the most important results of the research is that the various criteria and considerations related to the difference in the definition of disability are related to the lack of capacity of the person with disabilities due to a number of factors, and that mechanisms to develop the municipal services for people with special needs in public facilities in the UAE represent a strategic methodology because of its inclusion of the relevant law. While approved mechanisms of the Saudi Arabia which can not meet the development needs. The research presented several recommendations, including the need to pay attention to the integration of people with special needs in the community through the development of municipal services provided to them in the public facilities within the axis of the general strategy of the state, and the need to adapt the latest technological means to ensure the development of the municipal services for the disabled people in the public facilities..This abstract translated by Dar AlMandumah Inc. 2018
