هدف البحث التعرف إلى دور عملية التقييم الذاتي المؤسسي في نشر ثقافة الجودة لدى العاملين في الجامعات الفلسطينية في قطاع غزة والصعوبات ذات العلاقة بالموروث الثقافي التي واجهت عملية التقييم من وجهة نظر فريق التقييم، حيث أجرت الجامعات الفلسطينية مؤخرا تقييما ذاتيا شاملا لكافة مناحي الأداء من خلال معايير ومؤشرات دولية، وقد اتبع الباحث المنهج الوصفي التحليلي واستخدم الاستبانة كأداة لتحقيق أهداف البحث، حيث طبقت على عينة مكونة من (60) عضوا شاركوا في عملية التقييم، وقد توصلت الدراسة إلى وجود تأثير للتقييم الذاتي المؤسسي في مجالات (التخطيط المؤسسي – الحكم والإدارة- النطاق المؤسسي- الموارد المؤسساتية والخدمات ) في نشر ثقافة الجودة بدرجة كبيرة، كما توصلت إلى وجود صعوبات متعلقة بقدرة الجامعات على توفير دلائل موثقة تؤكد صحة الإجابات بلغت (26.70%). ووجود صعوبات تتعلق بتقبل نتائج التقييم وما يتطلبه ذلك من تغيير في مستوى الأداء. وقد أوصى البحث بضرورة إحداث تكامل في قواعد البيانات بحيث تغطي جميع أنشطة الجامعة وتوثقها، وزيادة التوعية بمعايير التقييم الذاتي المؤسسي من خلال عقد ورش عمل ودورات متخصصة تشمل جميع العاملين في الجامعات.
The research aims at identifying the role of the institutional selfassessment in enhancing the culture of quality in the Palestinian universities in the Gaza strip and shedding the light on the relevant difficulties of the cultural heritage that encountered the evaluation process from the evaluation teem. Recently, the Palestinian universities have held a project of selfassessment that covered all the aspects of performance, following different international standards. The researcher has followed the descriptive analytic approach, using the questionnaire to achieve the objectives of the research. It is worthy mentioned that the questionnaire has been applied on (60) members of the evaluation process. The study has found that the institutional selfassessment has a great effect on its different fields(institutional planning, management, institutional resources and services ) in widely enhancing the culture of quality. It ,also, proved that there is a group of various difficulties related not only to the ability of the universities in providing evidences on the rightness of the answers(70.26%), but also to the acceptance of the results and changing the level of performance. The study recommends the integration of the databases to cover and document all the activities of the university, and raising the awareness of the standards of the institutional self-assessment through holding workshops and specialized courses for all sorts of university employees.
